PAG LIN 1 1 Section 1. Section 152.5, subsection 1, paragraphs c and 1 2 d, Code 1995, are amended to read as follows: 1 3 c. Requires, for graduation of a registered nurse 1 4 applicant, the completion of at least a two academic year 1 5 course of studyor its equivalent which is integrated in1 6theory and practice as prescribed by the board. 1 7 d. Requires, for graduation of a licensed practical nurse 1 8 applicant, the completion of at leastanone academic year 1 9 course of studyor its equivalent in theory and practiceas 1 10 prescribed by the board. 1 11 Sec. 2. Section 152.7, subsections 3 and 4, Code 1995, are 1 12 amended to read as follows: 1 13 3.If to practice as a registered nurse, holds a diploma1 14or degree resulting from the completion of a course of study1 15in a program approved pursuant to section 152.5, subsection 1,1 16paragraph "c".Complete a course of study approved by the 1 17 board pursuant to section 152.5. 1 18 Notwithstanding section 152.5, a person enrolled in an 1 19 academic course of study for registered nurses on June 30, 1 20 1995, shall be allowed to apply for a license as a practical 1 21 nurse which shall be issued after demonstrating completion of 1 22 the equivalent of one academic year course of study in theory 1 23 and practice as prescribed by the board. Applicants obtaining 1 24 licenses under this subsection may be required to complete 1 25 additional continuing education requirements as prescribed by 1 26 the board. 1 274. If to practice as a licensed practical nurse, holds a1 28diploma resulting from the completion of a course of study in1 29a program approved pursuant to section 152.5, subsection 1,1 30paragraph "d" or has successfully completed at least one1 31academic year of a course of study in a program approved1 32pursuant to section 152.5, subsection 1, paragraph "c" and has1 33successfully completed all theoretical and clinical training1 34as is required for a licensed practical nurse.1 35 Sec. 3. EVALUATION. The board shall complete a study by 2 1 January 1, 1997, on the impact of modifications in the 2 2 licensed practical nurse educational requirements on the 2 3 availability of nursing personnel in Iowa. If the study 2 4 demonstrates a significant reduction in the availability of 2 5 nursing personnel, the board shall report these findings and 2 6 make recommendations to the general assembly. 2 7 EXPLANATION 2 8 This bill requires that an individual complete one academic 2 9 year of study as prescribed by the board of nursing examiners 2 10 to be licensed as a practical nurse and two academic years of 2 11 study as prescribed by the board of nursing examiners to be 2 12 licensed as a registered nurse. The statute would no longer 2 13 recognize an equivalent in theory and practice. Section 152.7 2 14 is rewritten to simplify the language and reflect the changes 2 15 for the licensing of practical nurses and registered nurses. 2 16 A person enrolled in an academic course of study for 2 17 registered nurses on June 30, 1995, is allowed to apply for a 2 18 license as a practical nurse. Applicants may be required to 2 19 complete additional continuing education requirements. The 2 20 board is also required to complete a study by January 1, 1997, 2 21 analyzing the impact of this legislation on the availability 2 22 of nursing personnel and is to report back to the general 2 23 assembly. 2 24 LSB 1065HV 76 2 25 cl/jw/5
