PAG LIN 1 1 Section 1. NEW SECTION. 257.50 ASSISTED SCHOOL 1 2 DISTRICTS. 1 3 1. An assisted school district is a school district that 1 4 has one or more elementary school attendance centers in which 1 5 at least fifty percent of the students enrolled in the 1 6 attendance center or centers qualify for free or reduced price 1 7 lunches. A school district that determines it is an assisted 1 8 school district under this section shall annually certify to 1 9 the department of education its eligibility to receive funds 1 10 under this section by October 1. 1 11 2. An assisted school districts fund is established in the 1 12 office of the treasurer of state to be administered by the 1 13 department of education. Moneys appropriated by the general 1 14 assembly for deposit in the fund shall be paid to school 1 15 districts pursuant to the requirements of this section. 1 16 Moneys received by eligible school districts shall be used to 1 17 limit class size, reduce student-teacher ratios, and employ 1 18 additional teacher's aides in kindergarten through grade six 1 19 in eligible elementary school attendance centers. An 1 20 elementary school attendance center in which at least fifty 1 21 percent of the students enrolled qualify for free or reduced 1 22 price lunches is, for purposes of this section, an eligible 1 23 elementary school attendance center. Moneys received pursuant 1 24 to this section shall supplement other funds available for 1 25 these purposes and shall not be used to replace those funds. 1 26 Notwithstanding section 8.33, any balance in the fund on June 1 27 30 of any fiscal year shall not revert to the general fund of 1 28 the state. 1 29 3. The amount of moneys allocated from the assisted school 1 30 districts fund to each eligible school district for each 1 31 fiscal year shall be based upon the proportion that the total 1 32 number of pupils enrolled in the eligible elementary school 1 33 attendance centers in the district for a budget year as 1 34 defined under section 257.6 bears to the sum of the basic 1 35 enrollments of all eligible elementary school attendance 2 1 centers in eligible school districts in the state for that 2 2 budget year. 2 3 4. Commencing with the school year beginning July 1, 1995, 2 4 the department of education shall notify the department of 2 5 revenue and finance of the amounts to be paid to each eligible 2 6 school district from the assisted school districts fund. 2 7 Payments shall be made by the department of revenue and 2 8 finance on a monthly basis commencing on October 15 and ending 2 9 June 15 of each fiscal year. The payments shall be separate 2 10 from state aid payments made pursuant to sections 257.16 and 2 11 257.35. Payments made to eligible school districts under this 2 12 section are miscellaneous income for purposes of chapter 257. 2 13 5. There is appropriated to the assisted school districts 2 14 fund for each fiscal year the sum of fifteen million dollars 2 15 from the general fund of the state for the purposes of this 2 16 section. 2 17 EXPLANATION 2 18 This bill annually appropriates $15 million to be deposited 2 19 in an assisted school districts fund and distributed by the 2 20 department of education to school districts that have one or 2 21 more elementary school attendance centers in which at least 50 2 22 percent of the students enrolled qualify for free or reduced 2 23 price lunches. 2 24 The assisted school districts fund is established in the 2 25 office of the treasurer of state. A school district shall 2 26 annually certify its eligibility to receive assisted school 2 27 districts funds to the department of education by October 1. 2 28 Moneys received by eligible school districts shall be used 2 29 to limit class size, reduce student-teacher ratios, and employ 2 30 additional teacher's aides in kindergarten through grade six 2 31 in eligible attendance centers.
