1 1 Section 1. Section 39.9, Code 1995, is amended by adding
1 2 the following new unnumbered paragraph:
1 3 NEW UNNUMBERED PARAGRAPH. A person shall not be elected
1 4 secretary of agriculture more than three consecutive times.
1 5 If a person is elected or appointed to serve a portion of a
1 6 term to which some other person was elected or appointed, the
1 7 partial term shall not be included as a consecutive election.
1 8 Sec. 2. This Act takes effect upon ratification of an
1 9 amendment to the Constitution of the State of Iowa limiting to
1 10 three consecutive terms persons elected to the offices of
1 11 governor, lieutenant governor, attorney general, secretary of
1 12 state, auditor of state, and treasurer of state, and as
1 13 members of the Iowa senate and limiting to six consecutive
1 14 terms persons elected as members of the Iowa house of
1 15 representatives.
1 16 Sec. 3. This Act applies to terms of office beginning on
1 17 or after January 1 following the effective date of this Act.
1 18 EXPLANATION
1 19 This bill provides that a person elected to the office of
1 20 Iowa secretary of agriculture is limited to no more than three
1 21 consecutive terms. Partial terms are not included in the
1 22 number of terms.
1 23 The Act takes effect upon ratification of an amendment to
1 24 the Iowa Constitution limiting to three consecutive terms the
1 25 terms of office of governor, lieutenant governor, attorney
1 26 general, secretary of state, auditor of state, treasurer of
1 27 state, and members of the Iowa senate and limiting to six
1 28 consecutive terms members of the Iowa house of
1 29 representatives. The bill applies to terms of office
1 30 beginning on or after January 1 following the effective date
1 31 of the bill.
