  1  1    Section 1.  Section 41.1, unnumbered paragraph 1, Code
  1  2 1995, is amended to read as follows:
  1  3    The state of Iowa is hereby divided into one hundred eighty
  1  4 representative districts, as follows:
  1  5    Sec. 2.  Section 41.2, unnumbered paragraph 1, Code 1995,
  1  6 is amended to read as follows:
  1  7    The state of Iowa is hereby divided into fifty forty
  1  8 senatorial districts, each composed of two of the
  1  9 representative districts established by section 41.1, as
  1 10 follows:
  1 11    Sec. 3.  Section 42.3, subsection 1, Code 1995, is amended
  1 12 to read as follows:
  1 13    1.  Not later than April 1 of each year ending in one, the
  1 14 legislative service bureau shall deliver to the secretary of
  1 15 the senate and the chief clerk of the house of representatives
  1 16 identical bills embodying a plan of legislative and
  1 17 congressional districting prepared in accordance with section
  1 18 42.4.  Commencing in the year 2001, the bills shall contain a
  1 19 plan providing for eighty representative districts and forty
  1 20 senatorial districts, and shall contain the necessary
  1 21 revisions to chapter 41 to effectuate this purpose.  It is the
  1 22 intent of this chapter that the general assembly shall bring
  1 23 the bill to a vote in either the senate or the house of
  1 24 representatives expeditiously, but not less than seven days
  1 25 after the report of the commission required by section 42.6 is
  1 26 received and made available to the members of the general
  1 27 assembly, under a procedure or rule permitting no amendments
  1 28 except those of a purely corrective nature.  It is further the
  1 29 intent of this chapter that if the bill is approved by the
  1 30 first house in which it is considered, it shall expeditiously
  1 31 be brought to a vote in the second house under a similar
  1 32 procedure or rule.
  1 33    Sec. 4.  EFFECTIVE DATE AND APPLICABILITY.  Sections 1 and
  1 34 2 of this Act take effect April 1, 2001, and apply to
  1 35 legislative districts established with respect to the general
  2  1 election in the year 2002 for terms of office to begin in
  2  2 January 2003.  
  2  3                           EXPLANATION
  2  4    This bill reduces the size of the general assembly to 80
  2  5 representatives and 40 senators, commencing with the general
  2  6 election to be held in the year 2002.  Section 34 of article
  2  7 III of the Constitution of the state of Iowa provides that the
  2  8 senate shall be composed of not more than 50 members and the
  2  9 house of representatives shall be composed of not more than
  2 10 100 members.  The bill reduces the number of members provided
  2 11 for in the Code.
