1 1 HOUSE CONCURRENT RESOLUTION NO.
1 2 BY BRAMMER
1 3 A Concurrent Resolution supporting federal efforts to
1 4 restrict the sale and distribution of tobacco
1 5 products to protect children.
1 6 WHEREAS, more children today will die as adults
1 7 from tobacco use than from any other single cause,
1 8 including AIDS, alcohol, car accidents, murders,
1 9 suicides, illegal drugs, and fires combined; and
1 10 WHEREAS, smoking rates are rising among young
1 11 people, with the percentage of eighth graders who
1 12 smoke increasing to 30 percent between 1991 and 1994;
1 13 and
1 14 WHEREAS, every day another 3,000 young people start
1 15 to smoke, nearly 1,000 of whom will become addicted
1 16 and ultimately die from lung cancer, heart disease, or
1 17 other tobacco-related causes; and
1 18 WHEREAS, the tobacco industry spends over $6
1 19 billion per year on advertisements and promotions
1 20 that, whether intentional or not, have the effect of
1 21 encouraging children to use tobacco products; and
1 22 WHEREAS, the three most heavily advertised
1 23 cigarette brands are the brands chosen by five out of
1 24 every six underage smokers; and
1 25 WHEREAS, state and local laws restricting tobacco
1 26 sales to minors are routinely ignored; NOW THEREFORE,
1 27 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
1 28 SENATE CONCURRING, That the General Assembly supports
1 29 President Clinton's common-sense goal and
1 30 corresponding regulatory proposal to decrease tobacco
2 1 use by children by reducing the access and appeal of
2 2 tobacco products to children.
