1 1 HOUSE CONCURRENT RESOLUTION NO. ___
1 2 BY FALLON
1 3 A Concurrent Resolution urging the government of France
1 4 to discontinue nuclear weapons testing.
1 5 WHEREAS, since 1992, the United States and Britain
1 6 have observed a ban on nuclear weapons testing; and
1 7 WHEREAS, the President of the United States is on
1 8 record supporting an international treaty banning
1 9 nuclear weapons testing; and
1 10 WHEREAS, the Russian Federation has not tested a
1 11 nuclear weapon since 1990; and
1 12 WHEREAS, the independent governments of Ukraine,
1 13 Belarus, and Kazakhstan, with monetary American aid,
1 14 are actively seeking to demobilize their nuclear
1 15 weapons left over from the Soviet era; and
1 16 WHEREAS, the French testing of nuclear weapons has
1 17 resulted in significant international opposition; and
1 18 WHEREAS, public opinion polling shows that 60
1 19 percent of the French people oppose nuclear weapons
1 20 testing; and
1 21 WHEREAS, the French are risking long-term
1 22 environmental damage in the South Pacific through
1 23 nuclear weapons testing; and
1 24 WHEREAS, New Zealand claims that future nuclear
1 25 weapons testing could cause a substantial escape of
1 26 radioactive materials due to damaged geological
1 27 formations under the Mururoa Atoll caused by previous
1 28 nuclear weapons testing; and
1 29 WHEREAS, France, by continuing its nuclear weapons
1 30 testing, is endangering global efforts to curb nuclear
2 1 proliferation; NOW THEREFORE,
2 2 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
2 3 SENATE CONCURRING, That the President of the United
2 4 States is urged to continue expressing this country's
2 5 displeasure with France for its nuclear weapons
2 6 testing; and
2 7 BE IT FURTHER RESOLVED, That the citizens of Iowa
2 8 are encouraged to protest continued nuclear weapons
2 9 testing by France by joining the international boycott
2 10 of French products, particularly wine and cheese; and
2 11 BE IT FURTHER RESOLVED, That the Chief Clerk of the
2 12 House of Representatives send a copy of this
2 13 resolution to the French Ambassador to the United
2 14 States and to the President of France, Jacques Chirac.
