1 1 HOUSE CONCURRENT RESOLUTION NO.
1 2 BY BODDICKER, SALTON, and DAGGETT
1 3 A Concurrent Resolution requesting the establishment of an
1 4 interim committee regarding the management of child
1 5 abuse reports.
1 6 WHEREAS, the Legislative Council created a 1994
1 7 Legislative Interim Task Force to study the child
1 8 protection system; and
1 9 WHEREAS, the complexity of the child protection
1 10 system prohibited the Task Force from fully addressing
1 11 all of the issues involved in the system; and
1 12 WHEREAS, the Child Protection Task Force expressed
1 13 belief that all members' points of view should be
1 14 represented, resulting in the inclusion of a minority
1 15 report in the final report of the Task Force; and
1 16 WHEREAS, the minority report addressed the issue of
1 17 false accusations of child abuse noting that
1 18 allegations of child abuse are a serious matter,
1 19 result in emotional and financial burdens for the
1 20 parties involved, and subject the parties involved to
1 21 a complex and confusing legal system; NOW THEREFORE,
1 22 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
1 23 SENATE CONCURRING, That the Legislative Council is
1 24 requested to establish a legislative interim committee
1 25 to address the management of allegations of child
1 26 abuse including all of the following issues and to
1 27 submit a report of its findings and recommendations to
1 28 the general assembly on or before December 15, 1995:
1 29 1. False accusations.
1 30 2. Intimidation and coercion by child abuse
2 1 investigators.
2 2 3. Methods of interviewing of children by child
2 3 abuse investigators and availability of evidence to
2 4 the accused.
2 5 4. The contents of the department of human
2 6 services handbooks and guidelines for field staff
2 7 involved in child abuse investigations.
2 8 5. Policies and procedures for the child abuse
2 9 registry.
