  1  1           HOUSE CONCURRENT RESOLUTION NO.    
  1  2       BY  HEATON, MUNDIE, SALTON, BLODGETT, MAIN,
  1  3      NELSON of Marshall, BRAUNS, KOENIGS, WEIDMAN,
  1  4      ARNOLD, McCOY, COHOON, LARKIN, and WARNSTADT
  1  5 A Concurrent Resolution urging the Congress of the United States
  1  6    to quickly develop and approve the proposed national highway
  1  7    system.
  1  8    WHEREAS, a modern, well-maintained, efficient, and
  1  9 interconnected transportation system is vital to the
  1 10 economic growth and health, and the global
  1 11 competitiveness of our state, and the entire nation;
  1 12 and
  1 13    WHEREAS, the highway network is the backbone of a
  1 14 transportation system for the movement of people,
  1 15 goods, and intermodal connectivity; and
  1 16    WHEREAS, it is critical to effectively address
  1 17 highway transportation needs through appropriate
  1 18 transportation plans and program investments; and
  1 19    WHEREAS, the 1991 federal Intermodal Surface
  1 20 Transportation Efficiency Act established the concept
  1 21 of a 155,000-mile national highway system which
  1 22 includes the Interstate System; and
  1 23    WHEREAS, on December 9, 1993, the United States
  1 24 Department of Transportation transmitted to Congress a
  1 25 proposed national highway system which identified 104
  1 26 port facilities, 143 airports, 191 rail-truck
  1 27 terminals, 321 Amtrak stations, and 319 transit
  1 28 terminals; and
  1 29    WHEREAS, the federal Intermodal Surface
  1 30 Transportation Efficiency Act requires that the
  2  1 national highway system be approved by September 30,
  2  2 1995, before national highway system and interstate
  2  3 maintenance funds can be released to the states; and
  2  4    WHEREAS, the uncertainty associated with the future
  2  5 of the national highway system prevents the states
  2  6 from effectively undertaking the necessary and
  2  7 properly developed planning and programming activities
  2  8 needed to meet the transportation needs of the future;
  2  9 NOW THEREFORE,
  2 10    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
  2 11 SENATE CONCURRING, That the Congress of the United
  2 12 States be urged to accelerate the process of
  2 13 developing and approving the national highway system.
  2 14    BE IT FURTHER RESOLVED, That Iowa's congressional
  2 15 delegation be urged to support efforts to ensure
  2 16 adoption of the national highway system in a timely
  2 17 manner.
  2 18    BE IT FURTHER RESOLVED, That copies of this
  2 19 Resolution be sent to the Governor, the President of
  2 20 the United States, the President of the United States
  2 21 Senate, the Speaker of the United States House of
  2 22 Representatives, and members of Iowa's congressional
  2 23 delegation.
