1 4 (SUCCESSOR TO HCR 9)
1 5 A Concurrent Resolution calling upon Iowa's congressional
1 6 delegation to support a proposed amendment to the
1 7 United States Constitution to require a balanced
1 8 federal budget.
1 9 WHEREAS, due to annual federal deficits, the
1 10 cumulative amount of the national debt is in excess of
1 11 $4.7 trillion and continues to grow at a rate of
1 12 $9,600 per second; and
1 13 WHEREAS, the growth and accumulation of the
1 14 national debt has resulted in problems for the
1 15 nation's economy and for state and local government
1 16 budgets; NOW THEREFORE,
1 17 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
1 18 SENATE CONCURRING, That the General Assembly of the
1 19 State of Iowa requests the members of Iowa's
1 20 congressional delegation along with the members of the
1 21 104th Congress of the United States to vote for the
1 22 proposed Balanced Budget Amendment to the United
1 23 States Constitution requiring a majority vote; and
1 24 BE IT FURTHER RESOLVED, That the members of the
1 25 104th Congress include in the proposed Balanced Budget
1 26 Amendment, a provision excluding the payment of Social
1 27 Security benefits from the balanced budget
1 28 requirement; and
1 29 BE IT FURTHER RESOLVED, That the members of the
1 30 104th Congress include in the proposed Balanced Budget
2 1 Amendment, a provision prohibiting the federal
2 2 government from passing along unfunded mandates to the
2 3 state and local governments; and
2 4 BE IT FURTHER RESOLVED, That the members of the
2 5 104th Congress execute a plan that gradually balances
2 6 the federal budget by the year 2002; and
2 7 BE IT FURTHER RESOLVED, That copies of this
2 8 Resolution be transmitted to the Speaker of the United
2 9 States House of Representatives, the President of the
2 10 United States Senate, and all of the members of Iowa's
2 11 congressional delegation.
