  1  1    Amend Senate File 2370, as amended, passed, and
  1  2 reprinted by the Senate, as follows:
  1  3    #1.  Page 7, by inserting after line 16 the
  1  4 following:
  1  5    "Sec.    .  Section 476.41, Code 1995, is amended
  1  6 to read as follows:
  1  7    476.41  PURPOSE.
  1  8    It is the policy of this state to encourage the
  1  9 development of alternate energy production facilities
  1 10 and small hydro facilities in order to conserve our
  1 11 finite and expensive energy resources and to provide
  1 12 for their most efficient use.  For purposes of
  1 13 determining the cost-effectiveness of a renewable
  1 14 resource investment, any measure of cost-effectiveness
  1 15 shall be analytically derived in terms of reduction in
  1 16 the overall energy expenditures by aggregated energy-
  1 17 using sections of the state economy, and enhancement
  1 18 of direct disposable income, gross state product, and
  1 19 new job creation in comparison with those same
  1 20 measures applied to expenditures for conventional
  1 21 energy supply reserves that are displaced by the
  1 22 renewable resource.  These cost-effective indicators
  1 23 shall be analytically derived by multisector
  1 24 econometric analysis conducted by the utilities board.
  1 25 This analysis shall be revised annually to conform to
  1 26 improved methodologies and to incorporate improved
  1 27 input assumptions as experience is gained and new data
  1 28 becomes available.  Renewable energy resources
  1 29 investments designed to accelerate the market
  1 30 development of these technologies shall be judged
  1 31 cost-effective on the basis of expected costs and
  1 32 benefits after attaining market acceptance."
