  1  4    #1.  Page 6, line 14, by striking the figure
  1  5 "7,896,812" and inserting the following:  "8,296,812".

  1 18    "(4)  It is the intent of the general assembly to
  1 19 develop a process for the fiscal year beginning July
  1 20 1, 1997, using the criteria set out in this
  1 21 subparagraph, to appropriate state funds in block
  1 22 grant form to communities for programs for families
  1 23 with children between zero and five years of age,
  1 24 based upon the recommendation of the blueprint for
  1 25 Iowa's young children 1995 interim study committee.
  1 26    The funds, in block grant form, shall be allocated
  1 27 to a community, for the fiscal year beginning July 1,
  1 28 1997, and ending June 30, 1998, which may be a city, a
  1 29 county, a school district, or a group of cities,
  1 30 counties, or school districts for which a city
  1 31 government, a county board of supervisors, or a school
  1 32 district or a group of city governments, county boards
  1 33 of supervisors, or school districts submits an
  1 34 application for funding services to families with
  1 35 children between zero and five years of age.
  1 36    The application shall be submitted to the
  1 37 department of management and shall propose a
  1 38 collaborative community strategy through participation
  1 39 of a wide range of consumers and public, private
  1 40 sector, and voluntary groups and organizations within
  1 41 the community in the development and implementation of
  1 42 the plan; to provide matching funds in an amount
  1 43 designated by the department of management based upon
  1 44 the number of families with children between zero and
  1 45 five years of age in the community, and to evaluate
  1 46 programs through state-developed performance measures.
  1 47    The department of management shall develop criteria
  1 48 for and a procedure for the approval of community
  1 49 plans, determine the number of families within a
  1 50 community with children between zero and five years of
  2  1 age, and develop performance measures, involving both
  2  2 process and impact evaluation, in consultation with
  2  3 state agencies which provide services to these
  2  4 families including but not limited to the department
  2  5 of human services, the Iowa department of public
  2  6 health, the department of education, the department of
  2  7 economic development, the department of employment
  2  8 services, and the department of human rights.
  2  9    The directors of state agencies which provide
  2 10 services to children and families, including but not
  2 11 limited to the department of human services, the Iowa
  2 12 department of public health, the department of
  2 13 education, the department of economic development, the
  2 14 department of employment services, and the department
  2 15 of human rights, shall form a work group to internally
  2 16 coordinate and to increase collaboration regarding
  2 17 policies and programs which focus on children and
  2 18 families.  The work group shall further evaluate the
  2 19 best process for the appropriation of state funds in
  2 20 block grant form as provided in this subparagraph and
  2 21 shall develop a joint strategic plan to reduce
  2 22 regulation, to eliminate duplication, and to develop a
  2 23 system for evaluation of existing and future programs
  2 24 and activities relating to children and families.  The
  2 25 work group shall submit a comprehensive report to the
  2 26 general assembly detailing the progress in meeting
  2 27 this directive on or before December 1, 1996, and
  2 28 annually on December 1 thereafter."
