  1  1    Amend the amendment, H-5523, to Senate File 2449,
  1  2 as amended, passed, and reprinted by the Senate, as
  1  3 follows:
  1  4    #1.  Page 3, by inserting after line 26 the
  1  5 following:  
  1  6                      "DIVISION    
  1  7              PROPERTY TAX CREDITS FUNDING
  1  8    Sec.    .  Section 8.59, Code 1995, is amended to
  1  9 read as follows:
  1 10    8.59  APPROPRIATIONS FREEZE.
  1 11    Notwithstanding contrary provisions of the Code,
  1 12 the amounts appropriated under the applicable sections
  1 13 of the Code for fiscal years commencing on or after
  1 14 July 1, 1993, are limited to those amounts expended
  1 15 under those sections for the fiscal year commencing
  1 16 July 1, 1992.  If an applicable section appropriates
  1 17 moneys to be distributed to different recipients and
  1 18 the operation of this section reduces the total amount
  1 19 to be distributed under the applicable section, the
  1 20 moneys shall be prorated among the recipients.  As
  1 21 used in this section, "applicable sections" means the
  1 22 following sections:  53.50, 229.35, 230.8, 230.11,
  1 23 405A.8, 411.20, 425.1, 425.39, 426A.1, 663.44, and
  1 24 822.5.
  1 25    Sec.    .  Section 425.40, subsection 1, Code 1995,
  1 26 is amended to read as follows:
  1 27    1.  A low-income tax credit and reimbursement fund
  1 28 is created.  There is appropriated annually from the
  1 29 general fund of the state to the department of revenue
  1 30 and finance to be credited to the low-income tax
  1 31 credit and reimbursement fund an amount sufficient to
  1 32 implement this division."
  1 33    #2.  Page 6, line 7, by inserting after the word
  1 34 "tax," the following:  "fully funding the homestead
  1 35 and military tax credits and the low-income credit and
  1 36 reimbursement programs,".
