  1  1    Amend House File 2309 as follows:
  1  2    #1.  Page 1, by striking lines 8 through 13 and
  1  3 inserting the following:  "reference.  However, if all
  1  4 of the following conditions exist, the administrative
  1  5 rules coordinator may waive the requirement provided
  1  6 by this subsection:
  1  7    a.  The cost of the publication is an unreasonable
  1  8 expense when compared to the anticipated usage of the
  1  9 publication.
  1 10    b.  A copy of the publication is available from an
  1 11 entity located within the state capitol complex.
  1 12    c.  The rule adopting a standard by reference to
  1 13 another publication identifies the location where the
  1 14 other publication is available."
