  1  1    Amend House File 2449 as follows:
  1  2    #1.  Page 7, by inserting after line 25 the
  1  3 following:
  1  4    "Sec.    .  Section 56.18, Code 1995, is amended to
  1  5 read as follows:
  1  6    56.18  CHECKOFF – INCOME TAX.
  1  7    A person whose state income tax liability for any
  1  8 taxable year is one dollar and fifty cents five
  1  9 dollars or more may direct that one dollar and fifty
  1 10 cents five dollars of that liability be paid over to
  1 11 the Iowa election campaign fund when submitting the
  1 12 person's state income tax return to the department of
  1 13 revenue and finance.  In the case of a joint return of
  1 14 husband and wife having a state income tax liability
  1 15 of three ten dollars or more, each spouse may direct
  1 16 that one dollar and fifty cents five dollars be paid
  1 17 to the fund.  The director of revenue and finance
  1 18 shall draft the income tax form to provide spaces on
  1 19 the tax return which the taxpayer may use to designate
  1 20 that contributions made under this section be credited
  1 21 to a specified political party as defined by section
  1 22 43.2, or to the Iowa election campaign fund as a
  1 23 contribution to be shared by all such political
  1 24 parties in the manner prescribed by section 56.19.
  1 25 The form shall inform the taxpayer of the consequences
  1 26 of the choices provided under this section, but this
  1 27 information may be contained in a footnote or other
  1 28 suitable form if the director of revenue and finance
  1 29 finds it is not feasible to place the information
  1 30 immediately above the signature line.  The action
  1 31 taken by a person for the checkoff is irrevocable."
