-->PAG LIN 1 1 Amend House File 2477 as follows: 1 2 #1. Page 30, by inserting after line 33 the 1 3 following: 1 4 "Sec. . NEW SECTION. 260C.41 ADULT BASIC 1 5 EDUCATION PROGRAM. 1 6 1. An adult basic education program is established 1 7 to provide basic educational skills to adults who are 1 8 twenty-one years of age or older and who have very 1 9 limited to moderately deficient literacy skills. A 1 10 community college receiving funds for the program may 1 11 expend the funds for equipment, audio or visual 1 12 materials, staff development activities for the 1 13 program, development or expansion of outreach or 1 14 referral services to identify and attract program 1 15 participants, and program assessment. Each community 1 16 college shall submit a report to the department of 1 17 education which includes, but is not limited to, an 1 18 accounting for expenditure of funds received under the 1 19 program, numbers of persons served under the program, 1 20 an assessment of the impact of the program on persons 1 21 served under the program, and an estimation of the 1 22 numbers of persons yet to be served under the program. 1 23 2. The state board shall adopt rules pursuant to 1 24 chapter 17A that provide minimum standards for adult 1 25 basic education programs at the community colleges. 1 26 3. There is appropriated from the general fund of 1 27 the state to the department of education for each 1 28 fiscal year the sum of one hundred fifty thousand 1 29 dollars for adult basic education programs at the 1 30 community colleges, to be used as provided in this 1 31 section. Notwithstanding section 260C.18A, funds 1 32 appropriated in this subsection shall be distributed 1 33 by the department in the same manner, utilizing the 1 34 same formula, as federal funds received for adult 1 35 literacy programs at the community colleges." 1 36 #2.
