1 1 Amend House File 2112 as follows:
1 2 #1. By striking page 1, line 3, through page 2,
1 3 line 8, and inserting the following:
1 4 "NEW UNNUMBERED PARAGRAPH. For property taxes
1 5 payable in the fiscal year beginning July 1, 1996, the
1 6 city's tax levy rate for the general fund under this
1 7 section is, at the option of the city, eight dollars
1 8 and ten cents per thousand dollars of taxable value or
1 9 a levy rate that would raise an amount of property
1 10 taxes equal to the product of the property taxes
1 11 raised under this section during the fiscal year
1 12 beginning July 1, 1995, multiplied by the sum of the
1 13 inflation factor and the population factor. This
1 14 paragraph applies only for property taxes payable in
1 15 the fiscal year beginning July 1, 1996.
1 16 NEW UNNUMBERED PARAGRAPH. For property taxes
1 17 payable in the fiscal year beginning July 1, 1997, the
1 18 city's tax levy rate for the general fund under this
1 19 section is, at the option of the city, eight dollars
1 20 and ten cents per thousand dollars of taxable value or
1 21 a levy rate that would raise an amount of property
1 22 taxes equal to the product of the property taxes
1 23 raised under this section during the fiscal year
1 24 beginning July 1, 1995, multiplied by the sum of the
1 25 inflation factor and the population factor. This
1 26 paragraph applies only for property taxes payable in
1 27 the fiscal year beginning July 1, 1997.
1 28 NEW UNNUMBERED PARAGRAPH. For purposes of this
1 29 section, "inflation factor" for property taxes payable
1 30 in the fiscal year beginning July 1, 1996, means the
1 31 percent change in the price index for government
1 32 purchases, as computed pursuant to section 444.25A,
1 33 subsection 2, paragraph "e", for the fiscal year
1 34 beginning July 1, 1996. "Inflation factor" for
1 35 property taxes payable in the fiscal year beginning
1 36 July 1, 1997, means the inflation factor for the
1 37 fiscal year beginning July 1, 1996, plus the percent
1 38 change in the price index for government purchases, as
1 39 computed pursuant to section 444.25B, subsection 2,
1 40 paragraph "e", for the fiscal year beginning July 1,
1 41 1997.
1 42 NEW UNNUMBERED PARAGRAPH. For purposes of this
1 43 section, "population factor" for property taxes
1 44 payable in the fiscal year beginning July 1, 1996, or
1 45 July 1, 1997, means the percent increase, if any, in
1 46 the population as of January 1 of the calendar year in
1 47 which the fiscal year begins, as determined or
1 48 estimated by the United States census bureau, from the
1 49 population as determined by the latest preceding
1 50 certified federal census.
2 1 NEW UNNUMBERED PARAGRAPH. Notwithstanding any
2 2 other provision for the fiscal year beginning July 1,
2 3 1996, the date for certification of a city's budget
2 4 shall be extended to April 15, 1996, and the dates
2 5 relating to the protest of budget and appeals and to
2 6 other dates relating to budget certification are
2 7 extended thirty days."
