  1  2    #1.  Page 1, line 12, by inserting after the word
  1  3 "resides." the following:  "If a commissioner is
  1  4 absent for sixty or more percent of monthly meetings
  1  5 during any twelve-month period, the other
  1  6 commissioners by their unanimous vote may declare the
  1  7 member's office vacant."
