  1  1    Amend House File 2449 as follows:
  1  2    #1.  Page 7, by inserting after line 25 the
  1  3 following:
  1  4    "Sec. 100.  NEW SECTION.  56.42A  DISGORGEMENT OF
  1  5 CAMPAIGN FUNDS.
  1  6    On December 31 following a general election for a
  1  7 statewide office or for a position in the general
  1  8 assembly sought by a candidate, the candidate's
  1  9 committee shall withdraw all moneys in the candidate's
  1 10 campaign account that are in excess of any amount
  1 11 necessary to defray the campaign expenses of the
  1 12 candidate's committee, and shall transfer the funds
  1 13 according to the provisions of section 56.42.
  1 14    Sec. 200.  DISGORGEMENT OF CANDIDATE'S ACCOUNTS.
  1 15 Within five days after enactment of this Act, each
  1 16 candidate's committees registered with the Iowa
  1 17 election and campaign disclosure board shall withdraw
  1 18 all moneys in the candidate's campaign account, and
  1 19 shall transfer the funds according to the provisions
  1 20 of section 56.42.  Each candidate shall file an
  1 21 affidavit of compliance with this section with the
  1 22 board within five days after such funds are withdrawn
  1 23 and transferred."
  1 24    #2.  Page 7, by inserting after line 27 the
  1 25 following:  "However, sections 100 and 200 of this
  1 26 Act, being deemed of immediate importance, take effect
  1 27 upon enactment."
  1 28    #3.  By renumbering as necessary.
