1 1 Amend the amendment, H-5074, to Senate File 2063,
1 2 as amended, passed, and reprinted by the Senate, as
1 3 follows:
1 4 #1. Page 2, by inserting after line 9 the
1 5 following:
1 6 " . a. From moneys appropriated in subsection
1 7 1, for each fiscal year in the fiscal period beginning
1 8 July 1, 1996, and ending June 30, 1998, the sum of
1 9 thirty thousand dollars shall be allocated to the
1 10 department of human services which shall distribute
1 11 funds in the amount of fifteen thousand dollars to the
1 12 state training school, and funds in the amount of
1 13 fifteen thousand dollars to the Iowa juvenile home.
1 14 b. From moneys appropriated in subsection 1, for
1 15 each fiscal year in the fiscal period beginning July
1 16 1, 1998, and ending June 30, 2001, the amount of
1 17 moneys allocated to the state training school and the
1 18 Iowa juvenile home shall be in the proportion that the
1 19 average student yearly enrollment at each institution
1 20 as determined by the department of human services
1 21 bears to the sum of the basic enrollment of all school
1 22 districts in the state plus the average student yearly
1 23 enrollment at the state training school and the Iowa
1 24 juvenile home for the budget year. The department of
1 25 human services shall certify the average student
1 26 yearly enrollments of the state training school and
1 27 the Iowa juvenile home to the department of education
1 28 by October 1. The department of education shall
1 29 notify the department of revenue and finance of the
1 30 amount to be paid to the state training school and the
1 31 Iowa juvenile home as provided for in this paragraph.
1 32 The allocations to the state training school and the
1 33 Iowa juvenile home shall be made in one payment on or
1 34 about October 15 of the fiscal year in which the
1 35 appropriation is made, taking into consideration the
1 36 relative budget and cash position of the state
1 37 resources.
1 38 c. Payments received under this subsection shall
1 39 be expended in the manner provided for in section
1 40 295.4. Notwithstanding section 8.33, unencumbered or
1 41 unobligated funds remaining on June 30 of the fiscal
1 42 year for which the funds were allocated shall not
1 43 revert but shall be available for expenditure for the
1 44 following fiscal year for the purposes of this
1 45 subsection."
1 46 #2. Page 3, by inserting after line 29 the
1 47 following:
1 48 "3. The state training school and the Iowa
1 49 juvenile home shall develop a technology plan that
1 50 supports and improves student achievement,
2 1 demonstrates the manner in which technology will be
2 2 utilized to improve student achievement, and includes
2 3 an evaluation component. Plans and an annual progress
2 4 report shall be submitted to the departments of human
2 5 services and education."
2 6 #3. Page 3, line 38, by inserting after the word
2 7 "training" the following: "related to instructional
2 8 technology".
2 9 #4. Title page, line 3, by inserting after the
2 10 word "deaf" the following: ", the state training
2 11 school, the Iowa juvenile home,".
