PAG LIN
  1  1    Amend the amendment, H-5074, to Senate File 2063,
  1  2 as amended, passed, and reprinted by the Senate, as
  1  3 follows:
  1  4    #1.  Page 2, by inserting after line 9 the
  1  5 following:
  1  6    "   .  From moneys appropriated in each fiscal year
  1  7 in subsection 1, the sum of thirty thousand dollars
  1  8 shall be allocated to the department of human services
  1  9 which shall distribute funds in the amount of fifteen
  1 10 thousand dollars to the Glenwood state hospital-school
  1 11 and funds in the amount of fifteen thousand dollars to
  1 12 the Woodward state hospital-school.  The allocations
  1 13 to the state hospital-schools shall be made in one
  1 14 payment on or about October 15 of the fiscal year in
  1 15 which the appropriation is made, taking into
  1 16 consideration the relative budget and cash position of
  1 17 the state resources.  Payments received under this
  1 18 subsection shall be expended for communication costs,
  1 19 the acquisition, lease, or lease-purchase,
  1 20 installation, and maintenance of instructional
  1 21 technology equipment, including hardware and software,
  1 22 materials and supplies, and staff development and
  1 23 training, related to instructional technology.
  1 24 Notwithstanding section 8.33, unencumbered or
  1 25 unobligated funds remaining on June 30 of the fiscal
  1 26 year for which the funds were allocated shall not
  1 27 revert but shall be available for expenditure for the
  1 28 following fiscal year for the purposes authorized in
  1 29 this subsection.  The state hospital-schools shall
  1 30 each develop a technology plan that supports and
  1 31 improves student achievement, demonstrates the manner
  1 32 in which technology will be utilized to improve
  1 33 student achievement, and includes an evaluation
  1 34 component.  Plans and an annual progress report shall
  1 35 be submitted to the departments of human services and
  1 36 education.
  1 37    From the moneys appropriated in each fiscal year in
  1 38 subsection 1, each area education agency shall be
  1 39 allocated thirty thousand dollars.  An area education
  1 40 agency may contract with an appropriate accredited
  1 41 institution of higher education in Iowa to provide
  1 42 staff development and training in accordance with
  1 43 section 295.3."
  1 44    #2.  Page 2, by striking lines 5 and 6 and
  1 45 inserting the following:  "fiscal year.  The state
  1 46 board of regents shall annually certify the basic
  1 47 enrollment of the Price".
  1 48    #3.  Page 2, by striking line 8, and inserting the
  1 49 following:  "to the".
  1 50    #4.  Page 2, line 13, by inserting after the word
  2  1 "district" the following:  "and area education
  2  2 agency".
  2  3    #5.  Page 2, line 16, by inserting after the word
  2  4 "district" the following:  "and area education
  2  5 agency".
  2  6    #6.  Page 2, lines 29 and 30, by striking the words
  2  7 and figure "section 257.16 to a school district" and
  2  8 inserting the following:  "sections 257.16 and 257.35
  2  9 to a school district or area education agency".
  2 10    #7.  Page 2, line 31, by inserting after the word
  2 11 "district" the following:  "or area education agency".
  2 12    #8.  Page 2, line 33, by inserting after the word
  2 13 "districts" the following:  "and area education
  2 14 agencies".
  2 15    #9.  Page 2, line 35, by inserting after the word
  2 16 "district" the following:  "and area education
  2 17 agency".
  2 18    #10.  Page 3, by inserting after line 29 the
  2 19 following:
  2 20    "   .  The state training school and the Iowa
  2 21 juvenile home shall each develop a technology plan
  2 22 that supports and improves student achievement,
  2 23 demonstrates the manner in which technology will be
  2 24 utilized to improve student achievement, and includes
  2 25 an evaluation component.  Plans and an annual progress
  2 26 report shall be submitted to the department of human
  2 27 services.
  2 28       .  Each area education agency shall develop a
  2 29 plan to assist school districts in the development of
  2 30 a technology planning process to meet the purposes of
  2 31 this chapter.  The plan shall describe the manner in
  2 32 which the area education agency intends to support
  2 33 school districts with instructional technology staff
  2 34 development and training.  For the fiscal year
  2 35 beginning July 1, 1996, and ending June 30, 1997,
  2 36 prior to the receipt of funds, each area education
  2 37 agency shall provide the department of education
  2 38 adequate assurance that a technology plan as required
  2 39 under this section has been or is being developed.
  2 40 For the fiscal year beginning July 1, 1997, and for
  2 41 each succeeding fiscal year, each area education
  2 42 agency shall submit its plan to the department of
  2 43 education.  The department shall approve each plan
  2 44 prior to the disbursement of funds."
  2 45    #11.  Page 3, by inserting after line 47 the
  2 46 following:
  2 47    "   .  Funds received by an area education agency
  2 48 pursuant to section 295.2 shall be expended for the
  2 49 costs related to supporting school districts within
  2 50 the area served with technology planning and
  3  1 equipment, including hardware and software, materials
  3  2 and supplies related to instructional technology and
  3  3 staff development and training."
  3  4    #12.  Title page, line 2, by inserting after the
  3  5 word "districts," the following:  "area education
  3  6 agencies, the state hospital-schools,"."
  3  7    #13.  By renumbering as necessary.
