  1  1    Amend House File 2196 as follows:
  1  2    #1.  Page 1, line 7, by inserting after the words
  1  3 "shall be" the following:  "transferred to the general
  1  4 fund of the state to the extent necessary to replace
  1  5 the lost income tax revenue resulting from the
  1  6 increase in the child and dependent care credit under
  1  7 section 422.12C, subsection 1, as enacted by this Act,
  1  8 and the remaining moneys shall be".
  1  9    #2.  Page 1, by inserting after line 9, the
  1 10 following:
  1 11    "Sec. 100.  Section 422.12C, subsection 1,
  1 12 unnumbered paragraph 1, Code 1995, is amended to read
  1 13 as follows:
  1 14    The taxes imposed under this division, less the
  1 15 credits allowed under sections 422.11A, 422.11B,
  1 16 422.11C, 422.12, and 422.12B shall be reduced by a
  1 17 child and dependent care credit equal to the following
  1 18 percentages amount of the federal child and dependent
  1 19 care credit provided in section 21 of the Internal
  1 20 Revenue Code:.
  1 21    Sec. 101.  Section 422.12C, subsection 1,
  1 22 paragraphs a, b, c, d, e, and f, Code 1995, are
  1 23 amended by striking the paragraphs."
  1 24    #3.  Page 1, line 10, by striking the words "This
  1 25 Act" and inserting the following:  "Section 1 of this
  1 26 Act".
  1 27    #4.  Page 1, by inserting after line 12 the
  1 28 following:
  1 29    "Sec.    .  Sections 100 and 101 of this Act, being
  1 30 deemed of immediate importance, take effect upon
  1 31 enactment and apply retroactively to tax years
  1 32 beginning on or after that date."
  1 33    #5.  Title page, line 2, by inserting after the
  1 34 word "fund" the following:  ", increasing the child
  1 35 and dependent care individual income tax credit,".
