  1  1    Amend House File 2137 as follows:
  1  2    #1.  Page 1, line 31, by striking the word
  1  3 "Estates".
  1  4    #2.  By striking page 1, line 32, through page 2,
  1  5 line 1, and inserting the following:  "A spouse of a
  1  6 decedent taxpayer who was the spouse of the taxpayer
  1  7 when the unconstitutional tax was imposed may file a
  1  8 claim for refund without having to reopen the estate."
