  1  1    Amend House Joint Resolution 2003 as follows:
  1  2    #1.  Page 3, by inserting after line 14 the
  1  3 following:
  1  4    "   .  Article IV of the Constitution of the State
  1  5 of Iowa is amended by adding the following new
  1  6 section:
  1  7    STATE DEPARTMENT APPOINTMENTS BY GOVERNOR &endash; LIMI-
  1  8 TATIONS.  Sec. 23.  A person appointed head of a state
  1  9 department by the Governor shall not serve more than
  1 10 eight years in that position.  This limitation applies
  1 11 to appointments made on or after January 1, 1999."
  1 12    #2.  Title page, line 3, by striking the words "and
  1 13 to" and inserting the following: "to".
  1 14    #3.  Title page, line 6, by inserting after the
  1 15 word "State" the following:  "and to limit the number
  1 16 of years served by certain appointed State officials".
  1 17    #4.  By renumbering as necessary.
