1 1 Amend House Joint Resolution 2003 as follows:
1 2 #1. Page 3, by inserting after line 14, the
1 3 following:
1 4 "Sec. . The following amendment to the
1 5 Constitution of the State of Iowa is proposed:
1 6 Article II of the Constitution of the State of Iowa
1 7 is amended by adding the following new section:
1 8 ELECTIVE PROCESS. Sec. 8. The elective processes
1 9 shall be subject to public scrutiny and free from
1 10 financial bias. A candidate for statewide elective
1 11 office or a candidate for the General Assembly, may
1 12 choose to run a campaign restricted by expenditure
1 13 limits. A candidate for statewide elective office
1 14 running a restricted campaign shall limit
1 15 contributions from political action committees to not
1 16 more than thirty-five percent of total campaign
1 17 expenditures. A candidate for the General Assembly
1 18 running a restricted campaign shall limit
1 19 contributions from political action committees to not
1 20 more than thirty-five percent of total campaign
1 21 expenditures. Contributions by individuals to
1 22 candidates for statewide elective office shall not
1 23 exceed one thousand dollars. Contributions by
1 24 individuals to candidates for the General Assembly
1 25 shall not exceed five hundred dollars. The General
1 26 Assembly shall provide by law for implementation of
1 27 this section."

1 33 inserting the following: "are".

1 38 receipts and expenditures".
