  1  1    Amend House File 567 as follows:
  1  2    #1.  Page 2, by inserting before line 26 the
  1  3 following:
  1  4    "Any person who suffers actual economic loss,
  1  5 including developers of alternate energy production
  1  6 facilities or small hydro facilities who relied upon
  1  7 the provisions of sections 476.43 and 476.44 in
  1  8 conducting ongoing contract negotiations, landowners
  1  9 who are deprived of wind energy royalties, and cities
  1 10 or counties who lose property taxes because of the
  1 11 effect of the moratorium contained in this Act, shall
  1 12 be reimbursed by the state for the full amount of the
  1 13 loss."
