1 3 #1. Page 1, by inserting after line 30 the
1 4 following:
1 5 "Sec. . NEW SECTION. 724.11A REVIEW OF DENIED
1 6 APPLICATIONS &endash; RULES.
1 7 All applications for nonprofessional permits to
1 8 carry weapons which are denied by the sheriff shall be
1 9 forwarded to the commissioner of public safety for
1 10 review in accordance with rules adopted in accordance
1 11 with chapter 17A. A person who meets the criteria of
1 12 section 724.8 and who provides reasonable
1 13 justification for going armed under the rules adopted
1 14 pursuant to this section shall be issued a permit to
1 15 carry weapons by the commissioner. Reasonable
1 16 justification under the rules shall include personal
1 17 protection. A copy of the permit issued by the
1 18 commissioner shall be sent to the sheriff of the
1 19 county in which the person resides. It is the intent
1 20 of the general assembly that the rules adopted
1 21 pursuant to this section provide for uniform standards
1 22 for awarding nonprofessional permits to carry
1 23 weapons."
