1 1 Amend the amendment, H-3638, to House File 519 as
1 2 follows:
1 3 #1. Page 1, by striking lines 19 and 20 and
1 4 inserting the following:
1 5 "An animal feeding operation constructed pursuant
1 6 to a permit issued pursuant to section 455B.173 shall
1 7 not operate unless at all times there is maintained
1 8 for the operation".
1 9 #2. Page 1, line 26, by striking the word "one"
1 10 and inserting the following: "one-half".
1 11 #3. Page 1, line 31, by inserting after the figure
1 12 "455B.173." the following: "If a person establishes
1 13 an escrow account, the person may contribute to the
1 14 account according to a schedule. However, the
1 15 contributions into the account must be made in equal
1 16 installments at least each six months for a period not
1 17 to exceed five years. Moneys earned from the account
1 18 shall be paid to the owner of the account."
1 19 #4. Page 1, line 37, by inserting after the word
1 20 "let" the following: "or approved".
1 21 #5. Page 1, line 38, by striking the words "use
1 22 the" and inserting the following: "use or approve the
1 23 use of".
1 24 #6. Page 1, line 46, by inserting after the word
1 25 "manner." the following: "The department shall
1 26 provide for the withdrawal of moneys in the account by
1 27 the owner of the operation as required to close the
1 28 facility. Any remaining moneys shall be paid to the
1 29 owner of the account."
