1 2 #1. Page 1, by inserting after line 24 the
1 3 following:
1 4 "Sec. . The division of criminal and juvenile
1 5 justice planning of the department of human rights,
1 6 under the direction of the criminal and juvenile
1 7 justice advisory council, shall conduct a study to
1 8 assess the impact of this Act upon the district court
1 9 and the whole judicial system in Iowa. The study
1 10 shall include an analysis regarding whether this Act
1 11 results in more jury trials than if this Act had not
1 12 been enacted, how often juries receive the instruction
1 13 contained in section 624.13A and how often juries fail
1 14 to follow the court's instructions regarding the law
1 15 versus how often juries returned verdicts which
1 16 contradict the courts' instructions regarding the law
1 17 prior to the enactment of this Act, and other relevant
1 18 information. The council shall deliver a final report
1 19 to the general assembly, which may include
1 20 recommendations for legislation, not later than
1 21 November 1, 1999.
1 22 Sec. . REPEAL. Section 624.13A, Code 1995, is
1 23 repealed effective June 30, 2000."

1 25 word "instructions" the following: ", requiring a
1 26 report to the general assembly, and providing a repeal
1 27 date".
