1 2 #1. Page 1, by striking lines 6 through 8 and
1 3 inserting the following: "the registered voters of a
1 4 city the right to request reconsideration of a city
1 5 ordinance upon the filing of a petition signed by
1 6 registered voters of the city equal in number to not
1 7 less than twenty-five percent of the persons who voted
1 8 at the last preceding city election.
1 9 The right to request reconsideration of city
1 10 ordinances shall not extend to the following:
1 11 a. Any ordinance primarily of an administrative
1 12 nature, including one that sets the salaries of city
1 13 officers or employees.
1 14 b. The collection and expenditure of revenue by
1 15 the city.
1 16 c. The creation and payment of public debt.
1 17 d. The letting of contracts and granting of
1 18 franchises pursuant to this section.
1 19 e. Any ordinance required to be enacted by state
1 20 or federal law.
1 21 f. Amendments affecting the city zoning
1 22 ordinance."

1 25 "registered voters".
