1 2 #1. Page 5, by inserting after line 32 the
1 3 following:
1 4 "Sec. . Section 321.40, Code 1995, is amended
1 5 by adding the following new unnumbered paragraph:
1 6 NEW UNNUMBERED PARAGRAPH. The county treasurer
1 7 shall refuse to register a motor vehicle or renew the
1 8 registration of a motor vehicle of a person when
1 9 notified that the person has abandoned a motor vehicle
1 10 and that the proceeds of the sale of the abandoned
1 11 vehicle were insufficient to pay the costs of
1 12 disposal. A county treasurer may register a motor
1 13 vehicle or renew the registration of a motor vehicle
1 14 when notified by the police authority, in accordance
1 15 with section 321.89, that all of the expenses related
1 16 to the abandonment of the motor vehicle have been
1 17 paid."
1 18 #2. Page 9, by inserting after line 9 the
1 19 following:
1 20 "Sec. . Section 321.89, subsection 4, Code
1 21 1995, is amended by adding the following new
1 22 unnumbered paragraph:
1 23 NEW UNNUMBERED PARAGRAPH. A police authority shall
1 24 notify the county treasurer of the county of residence
1 25 of the owner or owners of the abandoned vehicle of the
1 26 amount of the unpaid disposal expenses. Notification
1 27 shall be made by the end of the month following the
1 28 month of disposal of the abandoned motor vehicle. All
1 29 costs incurred by the police authority and costs which
1 30 are paid from the road use tax fund under this
1 31 subsection are an obligation of the last registered
1 32 owner or owners, jointly and severally. The police
1 33 authority shall immediately notify the county
1 34 treasurer if the owner or owners pay the disposal
1 35 expenses."
