  1  1    Amend House File 448 as follows:
  1  2    #1.  By striking everything after the enacting
  1  3 clause and inserting the following:
  1  4    "Section 1.  Section 455D.3, Code 1995, is amended
  1  5 by adding the following new subsection:
  1  6    NEW SUBSECTION.  5.  FIFTY PERCENT GOAL.  A
  1  7 planning area shall not be required to make the
  1  8 capital investments necessary to achieve compliance
  1  9 with the fifty percent waste stream reduction and
  1 10 recycling goal until such time as a planning area has
  1 11 the legal right to impose flow-control restrictions."
