  1  1    Amend House File 336 as follows:
  1  2    #1.  Page 1, by inserting after line 11 the
  1  3 following:
  1  4    "Sec. 100.  Section 331.439, subsection 3,
  1  5 paragraph a, Code 1995, is amended to read as follows:
  1  6    a.  For mental health service management, the
  1  7 county must contract with a state-approved managed
  1  8 mental health care contractor or describe the method
  1  9 the county will use to achieve a comparable system of
  1 10 managed care which assures cost-effective delivery of
  1 11 services.  For the fiscal year beginning July 1, 1995,
  1 12 this part of the plan shall be submitted to the
  1 13 department of human services by March 1, 1995.  This
  1 14 part of the plan shall initially be submitted to the
  1 15 department of human services within nine months
  1 16 following the date on which the state contractor for
  1 17 managed mental health care under the medical
  1 18 assistance program assumes care management
  1 19 responsibilities.  For subsequent fiscal years, this
  1 20 part of the plan shall be submitted by the prior April
  1 21 1.  The implementation of this part of the plan shall
  1 22 begin within twelve months following the date on which
  1 23 the state contractor for managed mental health care
  1 24 under the medical assistance program assumes care
  1 25 management responsibilities."
  1 26    #2.  Page 1, line 19, by striking the words
  1 27 "EFFECTIVE DATE." and inserting the following:
  1 28 "EFFECTIVE AND APPLICABILITY DATES.
  1 29    1.  Section 100 of this Act, being deemed of
  1 30 immediate importance, takes effect upon enactment, and
  1 31 applies retroactively to March 1, 1995.
  1 32    2."
  1 33    #3.  Title page, line 1, by inserting after the
  1 34 word "Act" the following:  "relating to mental health
  1 35 and developmental disabilities services by".
  1 36    #4.  Title page, line 3, by inserting after the
  1 37 word "retardation," the following:  "and revising
  1 38 dates required for certain planning activities for
  1 39 mental health services".
  1 40    #5.  By renumbering as necessary.
