1 2 #1. Page 1, by striking lines 26 through 28, and
1 3 inserting the following: "sources, except (1) amounts
1 4 refunded to the payors; (2)".
1 5 #2. Page 1, line 29, by striking the word
1 6 "receipts" and inserting the following: "amounts
1 7 received".
1 8 #3. Page 2, by striking lines 2 through 11, and
1 9 inserting the following: "federal funds; (6) amounts
1 10 borrowed after approval by vote of the electors; (7)
1 11 amounts borrowed by issuing revenue bonds on which no
1 12 payment can be made from tax revenue; and (8) receipts
1 13 applied to repay money borrowed lawfully, including
1 14 interest."
1 15 #4. Page 2, by striking lines 14 through 16, and
1 16 inserting the following: "or applied as tax credits
1 17 against local taxes."
1 18 #5. Page 2, by striking lines 23 through 27, and
1 19 inserting the following: "effective for no more than
1 20 five fiscal years."
1 21 #6. Page 2, by striking lines 31 through 35, and
1 22 inserting the following: "by the Governor. Each such
1 23 law is effective for only one fiscal year."

1 25 inserting the following: "benefits, but does not
1 26 include earnings of these trust funds. "Spending"
1 27 includes all payments".
1 28 #8. Page 4, by striking lines 14 through 22, and
1 29 inserting the following:
1 30 "SEC. 14. Any taxpayer has standing to sue to
1 31 enforce this Article and laws implementing it. If
1 32 successful, the taxpayer shall be reimbursed for all
1 33 reasonable expenses of the suit."

1 36 #10. Page 4, by striking lines 27 and 28, and
1 37 inserting the following: "restrictions and limits."

1 40 any law requiring approval by the electors for a tax,
1 41 tax increase, or borrowing, including laws requiring
1 42 more than a majority vote and laws allowing borrowing

1 46 #13. Page 5, by inserting after line 21, the
1 47 following:
1 48 "4. "Revenue" includes, but is not limited to, all
1 49 taxes, fees, charges, assessments, and other receipts
1 50 of the state and local governments, except amounts
2 1 expressly excluded by section 2, 3, or 9 of Article
2 2 XIII. Amounts transferred between governments are
2 3 counted as revenue only once."
