  1  1    Amend House Joint Resolution 14 as follows:
  1  2    #1.  Page 2, by striking lines 17 through 19, and
  1  3 inserting the following:
  1  4    "SEC. 4.  In addition to the annual increase in
  1  5 section 1, the revenue limit of the State or of a
  1  6 local government may exceed the previous fiscal year's
  1  7 revenue limit by an amount equal to two percent of the
  1  8 previous fiscal year's revenue limit if such excess is
  1  9 used solely to fund the infrastructure needs of the
  1 10 government.  If a government's revenue limit exceeds
  1 11 the previous fiscal year's limit by more than two
  1 12 percent, the limit for the next fiscal year shall be
  1 13 reduced by the excess amount."
