1 1 Amend House Joint Resolution 9 as follows:
1 2 #1. Page 3, by inserting after line 14, the
1 3 following:
1 4 "Sec. . The following amendment to the
1 5 Constitution of the State of Iowa is proposed:
1 6 Article II of the Constitution of the State of
1 7 Iowa, is amended by adding the following new section:
1 8 ELECTIVE PROCESS. SEC. 8. The elective processes
1 9 shall be open, subject to public scrutiny, and free
1 10 from financial bias. The right of the people to
1 11 review the receipts and expenditures made in political
1 12 campaigns shall not be violated. A person shall not
1 13 use contributions to a political campaign to attempt
1 14 to influence the actions of a candidate. Candidates
1 15 for political office who voluntarily subject their
1 16 campaign receipts and expenditures to public review
1 17 and who place voluntary limits on the amount and size
1 18 of contributions made to their campaigns shall be
1 19 rewarded in the manner provided by law."

1 25 inserting the following: "are".

1 29 word "State" the following: "and relating to campaign
1 30 receipts and expenditures".
