The information compiled by the DOM is sent to the LFB, which analyzes and compares it to previous budgets. The LFB analysts arrange meetings with appropriations subcommittee chairpersons to review budget information and prepare agendas for the upcoming session.
The Governor's budget hearings are held annually in November and December, at which agency directors formally present their present budgets and priorities for the upcoming fiscal year. The Governor's budget is based upon information acquired from these hearings and from the DOM. LFB analysts attend the Governor's budget hearings.
The final step in the budget process is the approval by the General Assembly of the various budget requests and recommendations. LFB analysts staff joint appropriations subcommittees and the standing appropriations committees, which review budget requests submitted to the General Assembly. LFB analysts bring with them the knowledge acquired from the Governor's budget hearings and all of their other research to provide nonpartisan fiscal information to the Iowa General Assembly.
