House File 2484 - IntroducedA Bill ForAn Act 1authorizing the state building code advisory council to
2propose, consider, and approve or disapprove amendments and
3changes to the state building code.
4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 103A.7, Code 2018, is amended by adding
2the following new subsection:
3   NEW SUBSECTION.  4.  In amending or revising the state
4building code pursuant to this section, the advisory council
5shall consider any amendments to the state building code
6proposed by the commissioner or a member of the council,
7other than amendments to the state historic building code.
8The council shall approve or disapprove any changes to the
9state building code proposed by the commissioner or a member
10of the council. The council shall also consider and approve
11or disapprove any requests for use of alternate materials
12or methods of construction, the approval of which has been
13recommended to the council by the commissioner or a member of
14the council.
15   Sec. 2.  Section 103A.14, subsection 1, Code 2018, is amended
16to read as follows:
   171.  The council shall advise and confer with the commissioner
18in matters relating to the state building code, including
19but not limited to considering and approving or disapproving
20proposed changes to the state building code pursuant to section
21103A.7, subsection 4

22EXPLANATION
23The inclusion of this explanation does not constitute agreement with
24the explanation’s substance by the members of the general assembly.
   25Current law requires the state building code commissioner,
26with the approval of the state building code advisory council,
27to adopt, and amend or revise the state building code.
   28This bill requires the advisory council to consider and
29approve or disapprove any amendments to the state building
30code proposed not only by the commissioner, but also by a
31member of the council. The bill also requires the council to
32consider and approve or disapprove any requests for use of
33alternate materials or methods of construction recommended by
34the commissioner or a member of the council.
