2BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  DYSLEXIA RESPONSE TASK FORCE AND REPORT.
   21.  The department of education shall establish a dyslexia
3task force. The task force shall consist of the following
4members:
   5a.  The director of the department of education or the
6director’s designee.
   7b.  A representative of the Iowa reading research center.
   8c.  A representative of an area education agency.
   9d.  One school administrator.
   10e.  One reading specialist.
   11f.  One special education teacher.
   12g.  Two representatives of decoding dyslexia who are parents
13of children with dyslexia.
   14h.  One representative of decoding dyslexia who is an
15individual with dyslexia.
   16i.  One provider certified in a structured literacy reading
17program.
   18j.  One psychologist or speech language pathologist licensed
19in the state of Iowa with experience in diagnosing dyslexia.
   202. The director of the department of education or the
21director’s designee shall convene the task force.
  The
22department of education shall provide staffing services for the
23task force.
   243.  The task force shall submit a report regarding its
25findings and recommendations relating to dyslexia response
26to the governor and the general assembly no later than
27November 15, 2019. When making such recommendations, the
28task force shall consider but not be limited to student
29screening, interventions, teacher preparation and professional
30development, classroom accommodations, and assistive
31technology. The report shall include all of the following:
   32a.  An overview of the symptoms and effects of dyslexia.
   33b.  An overview of current practices relating to dyslexia
34response in Iowa schools.
   35c.  A description of current concerns relating to dyslexia
-1-1response identified by the members of the task force.
   2d.  Recommendations of any proposed legislation or
3rulemaking or any additional personnel or funding needed to
4address the needs of Iowa students with dyslexia.
   5e.  Recommendations relating to dyslexia response for
6specific stakeholder groups, including but not limited
7to parents, educators, administrators, school boards, and
8institutions of higher education.
   9f.  A suggested timeline for implementation of the task
10force’s recommendations.
