Senate Study Bill 3180 - IntroducedA Bill ForAn Act 1providing for a dyslexia response task force and report.
2BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  DYSLEXIA RESPONSE TASK FORCE AND REPORT.
   21.  The department of education shall establish a dyslexia
3task force. The task force shall consist of the following
4members:
   5a.  The director of the department of education or the
6director’s designee.
   7b.  A representative of the Iowa reading research center.
   8c.  A representative of an area education agency.
   9d.  A representative of an institution of higher education
10in Iowa with documented expertise in dyslexia and reading
11instruction.
   12e.  A representative of the Iowa association of school
13boards.
   14f.  One school administrator.
   15g.  One elementary general education teacher.
   16h.  One reading specialist.
   17i.  One special education teacher.
   18j.  Two representatives of decoding dyslexia who are parents
19of children with dyslexia.
   20k.  One representative of decoding dyslexia who is an
21individual with dyslexia.
   22l.  Two providers certified in a structured literacy reading
23program.
   24m.  One psychologist or speech language pathologist licensed
25in the state of Iowa with experience in diagnosing dyslexia.
   262.  The department of education shall provide staffing
27services for the task force.
   283.  The task force shall submit a report regarding its
29findings and recommendations relating to dyslexia response
30to the governor and the general assembly no later than
31November 15, 2019. When making such recommendations, the
32task force shall consider but not be limited to student
33screening, interventions, teacher preparation and professional
34development, classroom accommodations, and assistive
35technology. The report shall include all of the following:

   1a.  An overview of the symptoms and effects of dyslexia.
   2b.  An overview of current practices relating to dyslexia
3response in Iowa schools.
   4c.  A description of current concerns relating to dyslexia
5response identified by the members of the task force.
   6d.  Recommendations of any proposed legislation or
7rulemaking or any additional personnel or funding needed to
8address the needs of Iowa students with dyslexia.
   9e.  Recommendations relating to dyslexia response for
10specific stakeholder groups, including but not limited
11to parents, educators, administrators, school boards, and
12institutions of higher education.
   13f.  A suggested timeline for implementation of the task
14force’s recommendations.
15EXPLANATION
16The inclusion of this explanation does not constitute agreement with
17the explanation’s substance by the members of the general assembly.
   18This bill directs the department of education to establish a
19dyslexia task force, which will be staffed by the department.
20The bill specifies the membership of the task force. The
21bill directs the task force to submit a report regarding its
22findings and recommendations relating to dyslexia response to
23the governor and the general assembly no later than November
2415, 2019. The bill specifies the content of the report.
