4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  REBUILD IOWA INFRASTRUCTURE FUND — DEPARTMENT
2OF CORRECTIONS — HOME BUILDING PROGRAM APPROPRIATION.
There
3is appropriated from the rebuild Iowa infrastructure fund to
4the department of corrections for the fiscal year beginning
5July 1, 2018, and ending June 30, 2019, the following amount,
6or so much thereof as is necessary, to be used for the purposes
7designated:
8For costs associated with site development and improvement,
9construction, and related equipment purchases necessary for
10establishing a home building program to provide low-cost homes
11for income-qualified buyers, notwithstanding section 8.57,
12subsection 5, paragraph “c”:

14In developing the home building program, Iowa prison
15industries shall be authorized to contract with a nonprofit
16organization to operate the program and to provide an inmate
17workforce for the program consistent with the objectives of
18section 904.801.
19EXPLANATION
20The inclusion of this explanation does not constitute agreement with
21the explanation’s substance by the members of the general assembly.
   22This bill appropriates project funding for FY 2018-2019
23from the rebuild Iowa infrastructure fund to the department
24of corrections for certain costs associated with establishing
25a home building program to provide low-cost homes for
26income-qualified buyers. The bill authorizes Iowa prison
27industries to contract with a nonprofit organization to operate
28the program and to provide an inmate workforce for the program
29consistent with Code section 904.801 relating to the objective
30of prison industries to provide inmates with meaningful jobs
31and rehabilitative work.
