3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 68B.5A, subsection 4, Code 2018, is
2amended to read as follows:
   34.  A Except for a member of the general assembly, a person
4who is subject to the requirements of subsection 1 shall not
5within two years after the termination of service or employment
6become a lobbyist.
7   Sec. 2.  Section 68B.5A, Code 2018, is amended by adding the
8following new subsection:
9   NEW SUBSECTION.  4A.  A member of the general assembly shall
10not within five years after the termination of service become
11a lobbyist.
12EXPLANATION
13The inclusion of this explanation does not constitute agreement with
14the explanation’s substance by the members of the general assembly.
   15This bill relates to lobbying restrictions on former members
16of the general assembly. Currently, a member of the general
17assembly cannot become a lobbyist within two years following
18the termination of service. A lobbyist is defined in Code
19section 68B.2, subsection 13, as a person who conducts one of
20four specified activities. The bill extends the prohibition to
21five years following the termination of service.
