3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.NURSE AIDE TRAINING AND TESTING PROGRAMS.
   21.  Pursuant to chapter 249A, the department of human
3services shall adopt rules pursuant to chapter 17A to provide
4policies and procedures governing the department of inspections
5and appeals, as the designated department to approve nurse aide
6training and testing programs. The rules shall provide for all
7of the following:
   8a.  The utilization of online course curricula to meet the
9required minimum of thirty hours of classroom instruction.
10However, online instruction shall only include the didactic
11theory component of the curriculum. Required laboratory
12experience and supervised clinical training shall be provided
13in a face-to-face environment.
   14b.  A definition of clock hours for the purposes of meeting
15the required minimum of seventy-five clock hours of training
16to include classroom instruction, prior equivalent experience,
17or both.
   18c.  A process to allow a veteran, as defined in section 35.1,
19to be deemed to satisfy the nurse aide training requirements
20based upon the training and experience acquired through
21the veteran’s service and to receive a nurse aide training
22certificate of completion. However, a veteran shall still be
23required to successfully complete the nurse aide competency
24evaluation in order to meet all requirements for inclusion on
25the state’s nurse aide registry.
   262.  This Act shall not be interpreted to affect the existing
27provision by community colleges of nurse aide training
28certificates of completion and verification of successful
29completion of the competency evaluation necessary for inclusion
30of a nurse aide in the state’s nurse aide registry.
