3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 1B.3, Code 2017, is amended to read as
2follows:
   31B.3  Flags on public buildings.
   41.  It shall be the duty of any board of public officers
5charged with providing supplies for a public building in the
6state to provide a suitable state flag and it shall be the duty
7of the custodian of that public building to raise the flags of
8the United States of America and the state of Iowa, upon each
9secular day when weather conditions are favorable.
   102.  The custodian of a public building shall be authorized
11to raise the national league of POW/MIA families’ flag on a
12flag pole on the third Saturday in May, Memorial Day, June
1314, Independence Day, Veterans Day, and the day designated by
14proclamation of the president of the United States as national
15POW/MIA recognition day. If the custodian of a public building
16raises the national league of POW/MIA families’ flag on a flag
17pole, the prisoner of war/missing in action flag shall be no
18larger than the flag of the United States of America and shall
19be flown second in order of precedence directly underneath, or
20adjacent to, the flag of the United States of America.

21EXPLANATION
22The inclusion of this explanation does not constitute agreement with
23the explanation’s substance by the members of the general assembly.
   24This bill provides that a custodian of a public building may
25raise the POW/MIA flag on the third Saturday in May, Memorial
26Day, June 14, Independence Day, Veterans Day, and the day
27designated by presidential proclamation as national POW/MIA
28recognition day.
   29The bill further provides that if the POW/MIA flag is flown
30on a flag pole of a public building, it shall be no larger than
31and flown, second in order of precedence, directly underneath,
32or adjacent to, the flag of the United States of America.
