3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. Section 481A.48, Code 2017, is amended by adding
2the following new subsection:
3 NEW SUBSECTION. 6. The commission shall adopt rules
4pursuant to chapter 17A allowing the use of straight wall
5cartridge rifles to hunt deer as follows:
6a. A straight wall cartridge rifle may be used to hunt deer
7during youth deer hunting season and first and second shotgun
8deer hunting seasons by a person who has a valid deer hunting
9license and is otherwise qualified to hunt.
10b. A straight wall cartridge rifle that is allowed pursuant
11to this subsection shall be of the same caliber and use the
12same straight wall ammunition as is allowed for use in a pistol
13or revolver for hunting deer as provided in subsection 5.
14In addition, the commission shall provide, by rule, for the
15use of straight wall ammunition under this subsection that
16meets ballistics specifications similar to the requirements
17for straight wall ammunition allowed for use in a pistol or
18revolver for hunting deer as provided in subsection 5.
19c. A person possessing a prohibited rifle while hunting deer
20commits a scheduled violation under section 805.8B, subsection
213, paragraph “h”, subparagraph (6). In addition, the hunting
22privileges of a person convicted of possessing a prohibited
23rifle while hunting deer shall be suspended for two years.
24 Sec. 2. Section 805.8B, subsection 3, paragraph h, Code
252017, is amended by adding the following new subparagraph:
26 NEW SUBPARAGRAPH. (6) Possession of a prohibited rifle
27while hunting deer, the scheduled fine is two hundred fifty
28dollars.
29EXPLANATION
30The inclusion of this explanation does not constitute agreement with
31the explanation’s substance by the members of the general assembly.
32This bill requires the natural resource commission to adopt
33rules allowing the use of straight wall cartridge rifles to
34hunt deer during youth deer hunting season and first and second
35shotgun deer hunting seasons. The straight wall cartridge

2straight wall ammunition as is allowed for use in a pistol
3or revolver for hunting deer. In addition, the commission
4is required to adopt rules allowing the use of straight wall
5ammunition in a straight wall cartridge rifle that meets
6ballistics specifications similar to the requirements for
7straight wall ammunition allowed for use in a pistol or
8revolver for hunting deer.
9A violation of the bill’s provisions is punishable with a
10scheduled fine of $250 and the hunting privileges of a person
11convicted of possessing a prohibited rifle while hunting deer
12must be suspended for two years.
