4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 232.84, subsection 2, Code 2017, is
2amended to read as follows:
   32.  Within thirty fifteen days after the entry of an order
4under this chapter transferring custody of a child to an agency
5for placement, the agency shall exercise due diligence in
6identifying and providing notice to the child’s grandparents,
7aunts, uncles, adult siblings, parents of the child’s siblings,
8and adult relatives suggested by the child’s parents, subject
9to exceptions due to the presence of family or domestic
10violence.
11EXPLANATION
12The inclusion of this explanation does not constitute agreement with
13the explanation’s substance by the members of the general assembly.
   14This bill relates to the identification and notification of
15certain relatives of a child after an order for the removal of
16the child from the custody of the child’s parent or parents in
17a child in need of assistance proceeding.
   18Under current law, the department of human services (DHS),
19juvenile court services, or a private agency, within 30 days
20of an order for a child’s removal from the custody of the
21child’s parent or parents, shall exercise due diligence in
22identifying and providing notice to the child’s grandparents,
23aunts, uncles, adult siblings, and adult relatives suggested by
24the parents subject to exceptions due to the presence of family
25or domestic violence. The bill amends the law to provide that
26DHS, juvenile court services, or a private agency must identify
27and notify such a child’s relatives within 15 days of the order
28for removal.
