5BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 321M.3, Code 2017, is amended to read as
2follows:
   3321M.3  Authorization to issue licenses.
   4Adair, Adams, Allamakee, Appanoose, Audubon, Benton, Boone,
5Bremer, Buchanan, Buena Vista, Butler, Calhoun, Carroll,
6Cass, Cedar, Cherokee, Chickasaw, Clarke,  Clay,Clayton,
7Crawford, Dallas, Davis, Decatur, Delaware, Dickinson,
8Emmet, Fayette, Floyd, Franklin, Fremont, Greene, Grundy,
9Guthrie, Hamilton, Hancock, Hardin, Harrison, Henry, Howard,
10Humboldt, Ida, Iowa, Jackson, Jasper, Jefferson, Jones,
11Keokuk, Kossuth, Lee, Louisa, Lucas, Lyon, Madison, Mahaska,
12Marion, Mills, Mitchell, Monona, Monroe, Montgomery, O’Brien,
13Osceola, Page, Palo Alto, Plymouth, Pocahontas, Poweshiek,
14Ringgold, Sac, Shelby, Sioux, Tama, Taylor, Union, Van Buren,
15Warren, Washington, Wayne, Winnebago, Winneshiek, Worth,
16and Wright counties shall be authorized to issue driver’s
17licenses, nonoperator’s identification cards, and persons with
18disabilities identification devices on a permanent basis,
19provided that such counties continue to meet the department’s
20standards for issuance.
21   Sec. 2.  EFFECTIVE UPON ENACTMENT.  This Act, being deemed of
22immediate importance, takes effect upon enactment.
23EXPLANATION
24The inclusion of this explanation does not constitute agreement with
25the explanation’s substance by the members of the general assembly.
   26Code section 321M.3 authorizes certain counties to issue
27driver’s licenses, nonoperator’s identification cards, and
28persons with disabilities identification devices, provided the
29counties continue to meet the department of transportation’s
30standards for issuance. This bill adds Carroll and Clay
31counties to the list of authorized counties. The bill takes
32effect upon enactment.
