House Resolution 9 - Introduced

An Act 1commemorating the fiftieth anniversary
2of the Illowa Council of the Boy Scouts of America,
3recognizing the impact that scouting has on Iowa’s
4communities, and recognizing the contributions of
5the Boy Scouts to the State of Iowa.
6WHEREAS, in 1908, British retired General Lord
7Robert Stephenson Smyth Baden-Powell established the
8Boy Scout movement in Great Britain;and
9WHEREAS, the Boy Scouts of America was founded
10in Washington, D.C., on February 8, 1910, by Chicago
11publisher William D. Boyce after the “Unknown Scout”
12aided Mr.Boyce through a dense London fog and refused
13a tip for the assistance;and
14WHEREAS, legislation establishing the federal
15charter of the Boy Scouts of America was signed into
16law by President Woodrow Wilson on June 15, 1916;and
17WHEREAS, the Buffalo Bill Council of the Boy Scouts
18of America and the Sac-Fox Council of the Boy Scouts of
19America merged in 1967, creating the Illowa Council of
20the Boy Scouts of America, headquartered in Davenport,
21Iowa;and
22WHEREAS, the Illowa Council serves Cedar, Clinton,
23Jackson, Muscatine, and Scott counties in Iowa and
24eight counties in western Illinois;and
25WHEREAS, the Illowa Council continues to prepare
26young people to make ethical and moral choices by
27teaching them the values of the Scout Oath and Scout
28Law;and

1WHEREAS, the Illowa Council has over 6,000
2registered youth members that it serves in its
3Scouting programs and over 2,000 registered adult
4volunteers;and
5WHEREAS, the Illowa Council of the Boy Scouts of
6America operates four main Scouting programs: Cub
7Scouts, a traditional Scouting program for elementary
8school age boys; Boy Scouts, a traditional Scouting
9program for middle school and high school age boys;
10Venturing, a high-adventure based leadership program
11for young men and women ages 13 through 20; and
12Exploring, a career-development program for young men
13and women ages 14 through 20;and
14WHEREAS, both adult and youth members strive to
15fulfill the Scout Motto of “Be Prepared” and the Scout
16Slogan of “Do a Good Turn Daily”;and
17WHEREAS, the members of the Illowa Council
18provide more than 8,000 hours of community service
19annually;NOW THEREFORE,
      20BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, That
21the House of Representatives commemorates the fiftieth
22anniversary of the Illowa Council of the Boy Scouts of
23America, and celebrates the achievements of the Scouts,
24Ventures, Explorers, Adult Leaders and Advisors, and
25Professional Scouters in the Illowa Council; and
   26BE IT FURTHER RESOLVED, That the House of
27Representatives encourages the Illowa Council of the
28Boy Scouts of America to continue promoting community
29service and leadership development; encourages the Boy
30Scouts to continue to emphasize character building,
-2-1responsible citizenship, and outdoor stewardship; and
2applauds the Council for instilling the values of the
3Scout Oath and the Scout Law in young Americans; and
   4BE IT FURTHER RESOLVED, That the Chief Clerk of the
5House of Representatives shall send sufficient copies
6of this Resolution to the Illowa Council Scout Service
7Center in Davenport to be distributed to the Council
8and each district within the Council to share with the
9registered members of the districts.
