3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 321.210B, subsection 12, Code 2017, is
2amended to read as follows:
   312.  A person is eligible to enter into five installment
4agreements in the person’s lifetime. There shall be no minimum
5delinquent amount required to be owed by a person for the
6person to be eligible to enter into an installment agreement
7under this section.

8EXPLANATION
9The inclusion of this explanation does not constitute agreement with
10the explanation’s substance by the members of the general assembly.
   11Code section 321.210B provides that if a person’s fine,
12penalty, surcharge, or court cost is deemed delinquent and the
13person’s driver’s license has been suspended, the person may
14execute an installment agreement with the county attorney,
15the county attorney’s designee, or the private collection
16designee under contract with the judicial branch to pay the
17delinquent amount. This bill provides that there shall be no
18minimum delinquent amount required to be owed by a person for
19the person to be eligible to enter into such an installment
20agreement.
