4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

3   Section 1.  Section 321.438, subsection 2, Code 2017, is
4amended by striking the subsection.
5DIVISION II
6ISSUANCE AND DISPLAY OF ONE REGISTRATION PLATE
7   Sec. 2.  Section 8A.362, subsection 7, Code 2017, is amended
8to read as follows:
   97.  The director shall require that a sign be placed on
10each state-owned motor vehicle in a conspicuous place which
11indicates its ownership by the state. This requirement
12shall not apply to motor vehicles requested to be exempt by
13the director or by the commissioner of public safety. All
14state-owned motor vehicles shall display a registration
15plates plate bearing the word “official” except motor vehicles
16requested to be furnished with an ordinary plates plate by the
17director or by the commissioner of public safety pursuant to
18section 321.19. The director shall keep an accurate record of
19the registration plates used on all state-owned motor vehicles.
20This subsection shall not apply to an assigned vehicle rented
21or leased pursuant to section 8A.367.
22   Sec. 3.  Section 321.18, subsection 7, Code 2017, is amended
23to read as follows:
   247.  Any school bus in this state used exclusively for
25the transportation of pupils to and from school or a school
26function or for the purposes provided in section 285.1,
27subsection 1, and section 285.10, subsection 9, or used
28exclusively for the transportation of children enrolled in a
29federal head start program. Upon application the department
30shall, without charge, issue a registration certificate and
31registration plates plate. The plates plate shall be attached
32to the front and rear of each bus exempt from registration
33under this subsection.
34   Sec. 4.  Section 321.19, subsection 1, paragraph c, Code
352017, is amended to read as follows:
-1-   1c.  However, the director of the department of administrative
2services or the director of transportation may order the
3issuance of a regular registration plates plate for any
4exempted vehicle used by any of the following:
   5(1)  Peace officers or federal law enforcement officers in
6the enforcement of the law.
   7(2)  Persons enforcing chapter 124 and other laws relating to
8controlled substances.
   9(3)  Persons in the department of justice, the alcoholic
10beverages division of the department of commerce, disease
11investigators of the Iowa department of public health, the
12department of inspections and appeals, and the department of
13revenue, who are regularly assigned to conduct investigations
14which cannot reasonably be conducted with a vehicle displaying
 15an “official” state registration plates plate.
   16(4)  Persons who are federal agents or officers regularly
17assigned to conduct investigations which cannot reasonably be
18conducted with a vehicle displaying an “official” registration
19plates plate.
   20(5)  Persons in the Iowa lottery authority whose regularly
21assigned duties relating to security or the carrying of
22lottery tickets cannot reasonably be conducted with a vehicle
23displaying an “official” registration plates plate.
   24(6)  Persons in the economic development authority
25who are regularly assigned duties relating to existing
26industry expansion or business attraction, and mental health
27professionals or health care professionals who provide off-site
28or in-home medical or mental health services to clients of
29publicly funded programs.
30   Sec. 5.  Section 321.20B, subsection 4, paragraph a,
31subparagraph (3), unnumbered paragraph 1, Code 2017, is amended
32to read as follows:
   33Issue a citation and remove the motor vehicle’s license
34plates plate and registration receipt.
35   Sec. 6.  Section 321.20B, subsection 4, paragraph a,
-2-1subparagraph (3), subparagraph division (a), Code 2017, is
2amended to read as follows:
   3(a)  Upon removing the license plates plate and registration
4receipt, the peace officer shall deliver the plates plate for
5destruction, as appropriate, and forward the registration
6receipt and evidence of the violation, as determined by the
7department, to the county treasurer of the county in which the
8motor vehicle is registered.
9   Sec. 7.  Section 321.20B, subsection 4, paragraph a,
10subparagraph (4), subparagraph division (a), Code 2017, is
11amended to read as follows:
   12(a)  Issue a citation, remove the motor vehicle’s license
13plates plate and registration receipt, and impound the motor
14vehicle. The peace officer shall deliver the plates plate
15 for destruction, as appropriate, and forward the registration
16receipt and evidence of the violation, as determined by the
17department, to the county treasurer of the county in which the
18motor vehicle is registered.
19   Sec. 8.  Section 321.20B, subsection 4, paragraph b,
20subparagraph (1), subparagraph divisions (a) and (b), Code
212017, are amended to read as follows:
   22(a)  If the person was cited pursuant to paragraph “a”,
23subparagraph (3), the owner or driver shall provide a copy of
24the receipt to the county treasurer of the county in which the
25motor vehicle is registered and the owner shall be assessed a
26fifteen dollar administrative fee by the county treasurer who
27shall issue a new license plates plate and registration to the
28person after payment of the fee.
   29(b)  If the person was cited pursuant to paragraph “a”,
30subparagraph (4), the owner or driver, after the owner
31provides proof of financial liability coverage to the clerk
32of court, may claim the motor vehicle after such person pays
33any applicable fine and the costs of towing and storage for
34the motor vehicle, and the owner or driver provides a copy
35of the receipt and the owner pays to the county treasurer of
-3-1the county in which the motor vehicle is registered a fifteen
2dollar administrative fee, and the county treasurer shall issue
 3a new license plates plate and registration to the person.
4   Sec. 9.  Section 321.20B, subsection 4, paragraph b,
5subparagraph (2), subparagraph divisions (a) and (b), Code
62017, are amended to read as follows:
   7(a)  Sign an admission of violation on the citation and
8remit to the clerk of court a scheduled fine as provided in
9section 805.8A, subsection 14, paragraph “f”, for a violation of
10subsection 1. Upon payment of the fine to the clerk of court of
11the county where the citation was issued, payment of a fifteen
12dollar administrative fee to the county treasurer of the
13county in which the motor vehicle is registered, and providing
14proof of payment of any applicable fine and proof of financial
15liability coverages to the county treasurer of the county in
16which the motor vehicle is registered, the treasurer shall
17issue a new license plates plate and registration to the owner.
   18(b)  Request an appearance before the court on the matter.
19If the matter goes before the court, and the owner or driver
20is found guilty of a violation of subsection 1, the court
21may impose a fine as provided in section 805.8A, subsection
2214, paragraph “f”, for a violation of subsection 1, or the
23court may order the person to perform unpaid community
24service instead of the fine. Upon the payment of the fine
25or the entry of the order for unpaid community service, the
26person shall provide proof of payment or entry of such order
27and the county treasurer of the county in which the motor
28vehicle is registered shall issue a new license plates plate
29 and registration to the owner upon the owner providing proof
30of financial liability coverage and paying a fifteen dollar
31administrative fee to the county treasurer.
32   Sec. 10.  Section 321.22, subsection 1, Code 2017, is amended
33to read as follows:
   341.  An urban transit company or system having a franchise
35to operate in any city and any regional transit system may
-4-1make application to the department, upon forms furnished by
2the department, for a certificate containing a distinguishing
3number and for one or more pairs of registration plates to be
4attached to the front and rear of buses owned or operated by
5the transit company or system.
6   Sec. 11.  Section 321.23, subsection 3, Code 2017, is amended
7to read as follows:
   83.  In the event an applicant for registration of a foreign
9vehicle for which a certificate of title has been issued is
10able to furnish evidence of being the registered owner of the
11vehicle to the county treasurer of the owner’s residence,
12although unable to surrender such certificate of title,
13the county treasurer may issue a registration receipt and
14plates plate upon receipt of the required annual registration
15fee and the fee for new registration but shall not issue a
16certificate of title thereto for the vehicle. Upon surrender
17of the certificate of title from the foreign state, the county
18treasurer shall issue a certificate of title to the owner, of
19the vehicle
or other person entitled thereto, of such vehicle
20
 to the certificate of title as provided in this chapter. The
21owner of a vehicle registered under this subsection shall not
22be required to obtain a certificate of title in this state and
23may transfer ownership of the vehicle to a motor vehicle dealer
24licensed under chapter 322 if, at the time of the transfer,
25the certificate of title is held by a secured party and the
26dealer has forwarded to the secured party the sum necessary to
27discharge the security interest pursuant to section 321.48,
28subsection 1.
29   Sec. 12.  Section 321.25, unnumbered paragraph 1, Code 2017,
30is amended to read as follows:
   31A vehicle may be operated upon the highways of this state
32without a registration plates plate for a period of forty-five
33days after the date of delivery of the vehicle to the purchaser
34from a dealer if a card bearing the words “registration applied
35for” is attached on the rear of the vehicle. The card shall
-5-1have plainly stamped or stenciled the registration number of
2the dealer from whom the vehicle was purchased and the date
3of delivery of the vehicle. In addition, a dealer licensed
4to sell new motor vehicles may attach the card to a new motor
5vehicle delivered by the dealer to the purchaser even if the
6vehicle was purchased from an out-of-state dealer and the card
7shall bear the registration number of the dealer that delivered
8the vehicle. A dealer shall not issue a card to a person known
9to the dealer to be in possession of a registration plates
10
 plate which may be attached to the vehicle. A dealer shall
11not issue a card unless an application for registration and
12certificate of title has been made by the purchaser and a
13receipt issued to the purchaser of the vehicle showing the fee
14paid by the person making the application. Dealers’ records
15shall indicate the agency to which the fee is sent and the date
16the fee is sent. The dealer shall forward the application by
17the purchaser to the county treasurer or state office within
18thirty calendar days from the date of delivery of the vehicle.
19However, if the vehicle is subject to a security interest
20and has been offered for sale pursuant to section 321.48,
21subsection 1, the dealer shall forward the application by the
22purchaser to the county treasurer or state office within thirty
23calendar days from the date of the delivery of the vehicle to
24the purchaser.
25   Sec. 13.  Section 321.26, subsection 2, Code 2017, is amended
26to read as follows:
   272.  The county treasurer may adjust the renewal or expiration
28date of vehicles when deemed necessary to equalize the number
29of vehicles registered in each twelve-month period or for the
30administrative efficiency of the county treasurer’s office.
31The adjustment shall be accomplished by delivery of a written
32notice to the vehicle owner of the adjustment and allowance of
33a credit for the remaining months of the unused portion of the
34annual registration fee, rounded to the nearest whole dollar,
35which amount shall be deducted from the annual registration
-6-1fee due at the time of registration. Upon receipt of the
2notification the owner shall, within thirty days, surrender the
3registration card and registration plates plate to the county
4treasurer of the county where the vehicle is registered, except
5that the registration plates plate shall not be surrendered
6if a validation stickers sticker or other emblems are emblem
7is
used to designate the month and year of expiration of
8registration. Upon payment of the annual registration fee,
9less the credit allowed for the remaining months of the
10unused portion of the annual registration fee, the county
11treasurer shall issue a new registration card and registration
12plates plate, validation stickers sticker, or emblems emblem
13 which indicate indicates the month and year of expiration of
14registration.
15   Sec. 14.  Section 321.34, subsections 1, 2, and 3, Code 2017,
16are amended to read as follows:
   171.  Plates Plate issued.  The county treasurer upon receiving
18application, accompanied by proper fee, for registration of a
19vehicle shall issue to the owner one registration plate for
20a motorcycle, motorized bicycle, autocycle, truck tractor,
21trailer, or semitrailer and two registration plates for every
22other motor vehicle
. The registration plates plate, including
 23any special registration plates plate, shall be assigned
24to the owner of a vehicle. When the owner of a registered
25vehicle transfers or assigns ownership of the vehicle to
26another person, the owner shall remove the registration plates
27
 plate from the vehicle. The owner shall forward the plates
28
 plate to the county treasurer where the vehicle is registered
29or the owner may have the plates plate assigned to another
30vehicle within thirty days after transfer, upon payment of the
31fees required by law. The owner shall immediately affix the
32 registration plates plate retained by the owner to another
33vehicle owned or acquired by the owner, providing the owner
34complies with section 321.46. The department shall adopt rules
35providing for the assignment of a registration plates plate to
-7-1the transferee of a vehicle for which a credit is allowed under
2section 321.46, subsection 6.
   32.  Validation stickers.
   4a.  In lieu of issuing a new registration plates plate
5 each registration year for a vehicle renewing registration,
6the department may reassign the registration plates plate
7 previously issued to the vehicle and may adopt and prescribe
8an annual validation sticker indicating payment of annual
9registration fees. The department shall issue one validation
10sticker for each set of registration plates plate. The
11sticker shall specify the month and year of expiration of the
12registration plates plate. The sticker shall be displayed
13only on the rear registration plate, except that the sticker
14shall be displayed on the front registration plate of a truck
15tractor
.
   16b.  The state department of transportation shall adopt rules
17to provide for the placement of the motor vehicle registration
18validation sticker.
   193.  Radio operators plates.  The owner of an automobile,
20motorcycle, trailer, or motor truck who holds an amateur radio
21license issued by the federal communications commission may,
22upon written application to the county treasurer accompanied
23by a fee of five dollars, order a special registration plates
24
 plate bearing the call letters authorized the radio station
25covered by the person’s amateur radio license. When received
26by the county treasurer, such special registration plates
27
 plate shall be issued to the applicant in exchange for the
28registration plates plate previously issued to the person. Not
29more than one set of special registration plates plate may be
30issued to an applicant. Said fee shall be in addition to and
31not in lieu of the fee for a regular registration plates plate.
32Special A special registration plates plate must be surrendered
33upon expiration of the owner’s amateur radio license and the
34owner shall thereupon be entitled to the owner’s regular
35registration plates plate. The county treasurer shall validate
-8-1special plates in the same manner as regular registration
2plates, upon payment of five dollars in addition to the regular
3annual registration fee.
4   Sec. 15.  Section 321.34, subsection 5, paragraph a, Code
52017, is amended to read as follows:
   6a.  Upon application and the payment of a fee of twenty-five
7dollars, the director may issue to the owner of a motor
8vehicle registered in this state or a trailer or travel trailer
9registered in this state, a personalized registration plates
10
 plate marked with up to seven initials, letters, or combination
11of numerals and letters requested by the owner. However,
12personalized registration plates for autocycles, motorcycles,
13and motorized bicycles shall be marked with no more than six
14initials, letters, or combinations of numerals and letters.
15Upon receipt of the personalized registration plates plate,
16the applicant shall surrender the regular registration plates
17
 plate to the county treasurer. The fee for issuance of the
18personalized registration plates plate shall be in addition to
19the regular annual registration fee.
20   Sec. 16.  Section 321.34, subsection 6, Code 2017, is amended
21to read as follows:
   226.  Sample vehicle registration plates.  Vehicle A vehicle
23 registration plates plate displaying the general design of
 24a regular registration plates plate, with the word “sample”
25displayed on the plate, may be furnished to any person upon
26payment of a fee of three dollars, except that such plates may
27be furnished to governmental agencies without cost. Sample A
28sample
registration plates plate shall not be attached to a
29vehicle moved on the highways of this state.
30   Sec. 17.  Section 321.34, subsection 7, paragraphs a and e,
31Code 2017, are amended to read as follows:
   32a.  Upon application and payment of the proper fees, the
33director may issue to the owner of a motor vehicle subject
34to registration under section 321.109, subsection 1, motor
35truck, motor home, multipurpose vehicle, trailer over two
-9-1thousand pounds, or travel trailer registered in this state, a
2 collegiate registration plates plate created pursuant to this
3subsection. Upon receipt of the collegiate registration plates
4
 plate, the applicant shall surrender the regular registration
5plates plate to the county treasurer.
   6e.  A collegiate registration plate shall not be issued if
7its combination of alphanumeric characters are identical to
8those contained on a current personalized registration plate
9issued under subsection 5. However, the owner of a motor
10vehicle who has a personalized registration plate issued for
11the motor vehicle may, after proper application and payment
12of fees, be issued a collegiate registration plate containing
13the same alphanumeric characters as those on the personalized
14plate. Upon receipt of the collegiate registration plates
15
 plate, the owner shall surrender the personalized registration
16plates plate to the county treasurer.
17   Sec. 18.  Section 321.34, subsection 7A, paragraphs b and c,
18Code 2017, are amended to read as follows:
   19b.  Upon application and payment of the proper fees, the
20director may issue to the owner of a motor vehicle subject
21to registration under section 321.109, subsection 1, motor
22truck, motor home, multipurpose vehicle, trailer over two
23thousand pounds, or travel trailer registered in this state,
 24a collegiate registration plates plate created pursuant to
25this subsection. The fee for the issuance of a collegiate
26registration plates plate is twenty-five dollars, which fee
27is in addition to the regular annual registration fee for the
28vehicle. An applicant may obtain a personalized collegiate
29registration plate upon payment of the additional fee for a
30personalized plate as provided in subsection 5 in addition to
31the collegiate plate fee and the regular registration fee. The
32county treasurer shall validate collegiate registration plates
33issued under this subsection in the same manner as regular
34registration plates, upon payment of five dollars in addition
35to the regular annual registration fee. Upon receipt of the
-10-1collegiate registration plates plate, the applicant shall
2surrender the regular registration plates plate to the county
3treasurer.
   4c.  A personalized collegiate registration plate shall
5not be issued if its combination of alphanumeric characters
6are identical to those contained on a current personalized
7registration plate issued under subsection 5. However, the
8owner of a motor vehicle who has a personalized registration
9plate issued for the motor vehicle may, after proper
10application and payment of fees, be issued a collegiate
11registration plate containing the same alphanumeric characters
12as those on the personalized plate. Upon receipt of the
13collegiate registration plates plate, the owner shall surrender
14the personalized registration plates plate to the county
15treasurer.
16   Sec. 19.  Section 321.34, subsections 8, 8A, and 9, Code
172017, are amended to read as follows:
   188.  Medal of honor plates.
   19a.  The owner of a motor vehicle subject to registration
20under section 321.109, subsection 1, autocycle, motorcycle,
21trailer, or motor truck who has been awarded the medal of
22honor may, upon written application to the department, order a
23 special registration plates plate which shall be red, white,
24and blue in color and shall bear an emblem of the medal of
25honor and an identifying number. Each applicant applying for
 26a special registration plates plate under this subsection may
27order only one set of registration plates plate under this
28subsection. The application is subject to approval by the
29department and the special registration plates plate shall
30be issued at no charge to the applicant in exchange for the
31registration plates plate previously issued to the person.
32A person who is issued a special plates plate under this
33subsection is exempt from payment of any annual registration
34fee for the motor vehicle bearing the special plates plate.
35The department shall validate the special plates in the same
-11-1manner as regular registration plates are validated under this
2section. The department shall not issue special registration
3plates until service organizations in the state have furnished
4the department either the special dies or the cost of the
5special dies necessary for the manufacture of the special
6registration plate.
   7b.  The surviving spouse of a person who was issued a special
8plates plate under this subsection may continue to use the
9special plates plate subject to registration of the special
10plates plate in the surviving spouse’s name. If the surviving
11spouse remarries, the surviving spouse shall return the special
12plates plate to the department and the department shall issue a
13 regular registration plates plate to the surviving spouse.
   148A.  Ex-prisoner of war special plates.
   15a.  The owner of a motor vehicle subject to registration
16under section 321.109, subsection 1, autocycle, motorcycle,
17trailer, or motor truck who was a prisoner of war during a
18time of military conflict may, upon written application to
19the department, order only one set of special registration
20plates plate with an ex-prisoner of war processed emblem. The
21emblem shall be designed by the department in cooperation
22with the adjutant general and shall signify that the owner
23was a prisoner of war as described in this subsection. The
24application is subject to approval by the department, in
25consultation with the adjutant general. The special plates
26
 plate shall be issued at no charge and are is subject to
27an annual registration fee of fifteen dollars. The county
28treasurer shall validate the special plates in the same
29manner as regular registration plates are validated under this
30section.
   31b.  The surviving spouse of a person who was issued a special
32plates plate under this subsection may continue to use or apply
33for and use the special plates plate subject to registration
34of the special plates plate in the surviving spouse’s name and
35upon payment of the annual registration fee. If the surviving
-12-1spouse remarries, the surviving spouse shall return the special
2plates plate to the department and the department shall issue a
3 regular registration plates plate to the surviving spouse.
   49.  Leased vehicles.  Registration plates A registration
5plate
under this section, including a disabled veteran plates
6
 plate specified in section 321.105, may be issued to the lessee
7of a motor vehicle if the lessee provides evidence of a lease
8for a period of more than sixty days and if the lessee complies
9with the requirements, under this section, for issuance of the
10specific registration plates plate.
11   Sec. 20.  Section 321.34, subsection 10, paragraphs a, b, and
12d, Code 2017, are amended to read as follows:
   13a.  An owner referred to in subsection 12 who is a current
14or retired member of a paid or volunteer fire department may,
15upon written application to the department, order a special
16registration plates plate, designed by the department in
17cooperation with representatives designated by the Iowa fire
18fighters’ associations, which signify that the applicant
19is a current or retired member of a paid or volunteer fire
20department.
   21b.  The application shall be approved by the department in
22consultation with representatives designated by the Iowa fire
23fighters’ associations, and the special registration plates
24
 plate shall be issued to the applicant in exchange for the
25registration plates plate previously issued to the person. An
26applicant who is the owner of a business-trade truck or special
27truck shall not be issued a special fire fighter registration
28plates plate for more than one vehicle. The fee for the
29special plates plate is twenty-five dollars which shall be
30paid in addition to the regular annual registration fee. The
31department shall validate the special plates in the same manner
32as regular registration plates are validated under this section
33at the regular annual registration fee.
   34d.  For purposes of this subsection, a person is considered
35to be retired if the person is recognized by the chief of the
-13-1fire department where the individual served, and on record,
2as officially retired from the fire department. Special A
3special
registration plates plate with a fire fighter emblem
4shall be surrendered, as provided in subsection 12, in exchange
5for a regular registration plates plate upon termination of
6the motor vehicle owner’s membership in the paid or volunteer
7fire department, unless the person is a retired member in good
8standing.
9   Sec. 21.  Section 321.34, subsection 10A, paragraph a, Code
102017, is amended to read as follows:
   11a.  The owner of a motor vehicle referred to in subsection
1212 who is a current member of a paid or volunteer emergency
13medical services agency may, upon written application to
14the department, order a special registration plates plate,
15designed by the department in cooperation with representatives
16designated by the Iowa emergency medical services association,
17which plates signify signifies that the applicant is a current
18member of a paid or volunteer emergency medical services
19agency. The application shall be approved by the department,
20in consultation with representatives designated by the Iowa
21emergency medical services association, and the special
22registration plates plate shall be issued to the applicant
23in exchange for the registration plates plate previously
24issued to the person. The fee for the special plates plate is
25twenty-five dollars which is in addition to the regular annual
26registration fee. The department shall validate the special
27plates in the same manner as regular registration plates are
28validated under this section at the regular annual registration
29fee.
30   Sec. 22.  Section 321.34, subsection 11, paragraphs a, c, and
31d, Code 2017, are amended to read as follows:
   32a.  Upon application and payment of the proper fees, the
33director may issue a natural resources plates plate to the
34owner of a motor vehicle subject to registration under section
35321.109, subsection 1, autocycle, motor truck, motor home,
-14-1multipurpose vehicle, motorcycle, trailer, or travel trailer.
   2c.  (1)  The special natural resources fee for a
3 letter-number designated natural resources plates plate
4 is forty-five dollars. The fee for a personalized natural
5resources plates plate is forty-five dollars which shall be
6paid in addition to the special natural resources fee of
7forty-five dollars. The fees collected by the director under
8this subsection shall be paid monthly to the treasurer of
9state and deposited in the road use tax fund. The treasurer
10of state shall credit monthly from the statutory allocations
11fund created under section 321.145, subsection 2, to the Iowa
12resources enhancement and protection fund created pursuant to
13section 455A.18, the amount of the special natural resources
14fees collected in the previous month for the natural resources
15plates.
   16(2)  From the moneys credited to the Iowa resources
17enhancement and protection fund under subparagraph (1), ten
18dollars of the fee collected for each natural resources plate
19issued, and fifteen dollars from each renewal fee, shall be
20allocated to the department of natural resources wildlife
21bureau to be used for nongame wildlife programs.
   22d.  Upon receipt of the special registration plates plate,
23the applicant shall surrender the current registration plates
24
 plate to the county treasurer. The county treasurer shall
25validate the special registration plates in the same manner as
26regular registration plates are validated under this section.
27The annual special natural resources fee for a letter-number
28designated plates plate is twenty-five dollars which shall
29be paid in addition to the regular annual registration fee.
30The annual fee for a personalized natural resources plates
31
 plate is five dollars which shall be paid in addition to the
32annual special natural resources fee and the regular annual
33registration fee. The annual special natural resources fee
34shall be credited as provided under paragraph “c”.
35   Sec. 23.  Section 321.34, subsection 11A, paragraphs a, c,
-15-1and d, Code 2017, are amended to read as follows:
   2a.  Upon application and payment of the proper fees, the
3director may issue a “love our kids” plates plate to the owner
4of a motor vehicle subject to registration under section
5321.109, subsection 1, autocycle, motor truck, motor home,
6multipurpose vehicle, motorcycle, trailer, or travel trailer.
   7c.  The special fee for a letter-number designated love
8our kids plates plate is thirty-five dollars. The fee for a
9 personalized love our kids plates plate is twenty-five dollars,
10which shall be paid in addition to the special love our kids
11fee of thirty-five dollars. The fees collected by the director
12under this subsection shall be paid monthly to the treasurer
13of state and deposited in the road use tax fund. The treasurer
14of state shall transfer monthly from the statutory allocations
15fund created under section 321.145, subsection 2, to the Iowa
16department of public health the amount of the special fees
17collected in the previous month for the love our kids plates.
18Notwithstanding section 8.33, moneys transferred under this
19subsection shall not revert to the general fund of the state.
   20d.  Upon receipt of the special registration plates plate,
21the applicant shall surrender the current registration plates
22
 plate to the county treasurer. The county treasurer shall
23validate the special registration plates in the same manner as
24regular registration plates are validated under this section.
25The annual special love our kids fee for a letter-number
26designated plates plate is ten dollars, which shall be paid in
27addition to the regular annual registration fee. The annual
28fee for a personalized love our kids plates plate is five
29dollars, which shall be paid in addition to the annual special
30love our kids fee and the regular annual registration fee. The
31annual love our kids fee shall be credited as provided under
32paragraph “c”.
33   Sec. 24.  Section 321.34, subsection 11B, paragraphs a, c,
34and d, Code 2017, are amended to read as follows:
   35a.  Upon application and payment of the proper fees, the
-16-1director may issue a “motorcycle rider education” plates plate
2 to the owner of a motor vehicle subject to registration under
3section 321.109, subsection 1, autocycle, motor truck, motor
4home, multipurpose vehicle, motorcycle, trailer, or travel
5trailer.
   6c.  The special fee for a letter-number designated motorcycle
7rider education plates plate is thirty-five dollars. The fee
8for a personalized motorcycle rider education plates plate is
9twenty-five dollars, which shall be paid in addition to the
10special motorcycle rider education fee of thirty-five dollars.
11The fees collected by the director under this subsection shall
12be paid monthly to the treasurer of state and deposited in
13the road use tax fund. The treasurer of state shall transfer
14monthly from the statutory allocations fund created under
15section 321.145, subsection 2, to the department for use in
16accordance with section 321.179, the amount of the special
17fees collected in the previous month for the motorcycle rider
18education plates.
   19d.  Upon receipt of the special registration plates plate,
20the applicant shall surrender the current registration plates
21
 plate to the county treasurer. The county treasurer shall
22validate the special registration plates in the same manner as
23regular registration plates are validated under this section.
24The annual special motorcycle rider education fee for a
25 letter-number designated plates plate is ten dollars, which
26shall be paid in addition to the regular annual registration
27fee. The annual fee for a personalized motorcycle rider
28education plates plate is five dollars, which shall be paid
29in addition to the annual special motorcycle rider education
30fee and the regular annual registration fee. The annual
31motorcycle rider education fee shall be credited as provided
32under paragraph “c”.
33   Sec. 25.  Section 321.34, subsection 12, paragraphs a and b,
34Code 2017, are amended to read as follows:
   35a.  The owner of a motor vehicle subject to registration
-17-1pursuant to section 321.109, subsection 1, autocycle, motor
2truck, motor home, multipurpose vehicle, motorcycle, trailer,
3or travel trailer may, upon written application to the
4department, order a special registration plates plate with a
5distinguishing processed emblem as authorized by this section
6or as approved by the department. The fee for the issuance of
 7a special registration plates plate is twenty-five dollars for
8each vehicle, unless otherwise provided by this section, which
9fee is in addition to the regular annual registration fee. The
10county treasurer shall validate special registration plates
11with a distinguishing processed emblem in the same manner as
12regular registration plates, upon payment of five dollars in
13addition to the regular annual registration fee.
   14b.  Upon receipt of a special registration plate with a
15distinguishing processed emblem as authorized by this section
16or as approved by the department, the applicant shall surrender
17the regular registration plates plate to the county treasurer.
18An applicant no longer eligible for a special registration
19plate shall surrender the special vehicle registration plates
20
 plate to the county treasurer for issuance of a regular
21registration plates plate.
22   Sec. 26.  Section 321.34, subsection 12A, Code 2017, is
23amended to read as follows:
   2412A.  Special registration plates — armed forces services.
   25a.  An owner of a vehicle referred to in subsection 12 who
26applies for any type of special registration plates plate
27 associated with service in the United States armed forces shall
28be issued one set of the special registration plates plate at
29no charge, but shall be subject to the annual registration
30fee of fifteen dollars, if the owner is eligible for, but has
31relinquished to the department or the county treasurer or has
32not been issued, an ex-prisoner of war or legion of merit
33special registration plates plate under this section.
   34b.  An owner of a vehicle referred to in subsection 12 who
35applies for any type of special registration plates plate
-18-1 associated with service in the United States armed forces
2shall be issued one set of the special registration plates
3
 plate at no charge and subject to no annual registration fee
4if the owner is eligible for, but has relinquished to the
5department or the county treasurer or has not been issued, a
6 medal of honor registration plates plate under subsection 8
7or a disabled veteran registration plates plate under section
8321.105.
   9c.  The owner shall provide the appropriate information
10regarding the owner’s eligibility for any of the special
11registration plates described in paragraph “a” or “b”, and
12regarding the owner’s eligibility for the special registration
13plates plate for which the owner has applied, as required by
14the department.
   15d.  The surviving spouse of a person who was issued a
16 special plates plate under this subsection may continue to
17use the special plates plate subject to registration of the
18special plates plate in the surviving spouse’s name and upon
19payment of the same annual registration fee, if applicable.
20If the surviving spouse remarries, the surviving spouse shall
21return the special plates plate to the department and the
22department shall issue a regular registration plates plate to
23the surviving spouse.
24   Sec. 27.  Section 321.34, subsection 13, paragraph a,
25subparagraph (1), Code 2017, is amended to read as follows:
   26(1)  The owner of a motor vehicle subject to registration
27pursuant to section 321.109, subsection 1, motor truck, motor
28home, multipurpose vehicle, motorcycle, trailer, or travel
29trailer may upon request be issued a special registration
30plates plate that contain contains a space reserved for the
31placement of an organization decal. If the special plates
32are
 plate is requested at the time of initial application for
33registration and certificate of title for the vehicle, no
34special plate fee is required other than the regular annual
35registration fee for the vehicle. If the special plates are

 plate is requested as a replacement plates plate, the owner
2shall surrender the current regular or special registration
3plates plate in exchange for the special plates plate and
4shall pay a replacement plate fee of five dollars. The county
5treasurer shall validate special plates with an organization
6decal in the same manner as regular plates, upon payment of the
7annual registration fee.
8   Sec. 28.  Section 321.34, subsections 14, 15, 16, 17, 18, 19,
920, 20A, and 20B, Code 2017, are amended to read as follows:
   1014.  Persons with disabilities special plates.  An owner
11referred to in subsection 12 or an owner of a trailer used to
12transport a wheelchair who is a person with a disability, or
13who is the parent or guardian of a child who resides with the
14parent or guardian owner and who is a person with a disability,
15as defined in section 321L.1, may, upon written application to
16the department, order a special registration plates plate with
17a persons with disabilities processed emblem designed by the
18department bearing the international symbol of accessibility.
19The special registration plates plate with a persons with
20disabilities processed emblem shall only be issued if the
21application is accompanied with a statement from a physician
22licensed under chapter 148 or 149, a physician assistant
23licensed under chapter 148C, an advanced registered nurse
24practitioner licensed under chapter 152, or a chiropractor
25licensed under chapter 151, written on the physician’s,
26physician assistant’s, nurse practitioner’s, or chiropractor’s
27stationery, stating the nature of the applicant’s or the
28applicant’s child’s disability and such additional information
29as required by rules adopted by the department, including proof
30of residency of a child who is a person with a disability. If
31the application is approved by the department, the special
32registration plates plate with a persons with disabilities
33processed emblem shall be issued to the applicant. There
34shall be no fee in addition to the regular annual registration
35fee for the special registration plates plate with a persons
-20-1with disabilities processed emblem. The authorization for
 2a special registration plates plate with a persons with
3disabilities processed emblem shall not be renewed without
4the applicant furnishing evidence to the department that
5the owner of the vehicle or the owner’s child is still a
6person with a disability as defined in section 321L.1. An
7owner who has a child who is a person with a disability shall
8provide satisfactory evidence to the department that the child
9with a disability continues to reside with the owner. The
10registration plates plate with a persons with disabilities
11processed emblem shall be surrendered in exchange for a regular
12registration plates plate as provided in subsection 12 when the
13owner of the vehicle or the owner’s child no longer qualifies
14as a person with a disability as defined in section 321L.1 or
15when the owner’s child who is a person with a disability no
16longer resides with the owner.
   1715.  Legion of merit special plates.
   18a.  The owner of a motor vehicle subject to registration
19under section 321.109, subsection 1, autocycle, motorcycle,
20trailer, or motor truck who has been awarded the legion of
21merit shall be issued one set of special registration plates
22
 plate with a legion of merit processed emblem, upon written
23application to the department and presentation of satisfactory
24proof of the award of the legion of merit as established
25by the Congress of the United States. The emblem shall be
26designed by the department in cooperation with the adjutant
27general and shall signify that the owner was awarded the legion
28of merit. The application is subject to approval by the
29department, in consultation with the adjutant general. The
30special plates plate shall be issued at no charge and are is
31 subject to an annual registration fee of fifteen dollars. The
32county treasurer shall validate the special plates in the same
33manner as regular registration plates are validated under this
34section.
   35b.  The surviving spouse of a person who was issued a special
-21-1plates plate under this subsection may continue to use or apply
2for and use the special plates plate subject to registration
3of the special plates plate in the surviving spouse’s name and
4upon payment of the annual registration fee. If the surviving
5spouse remarries, the surviving spouse shall return the special
6plates plate to the department and the department shall issue a
7 regular registration plates plate to the surviving spouse.
   816.  National guard special plates.
   9a.  An owner referred to in subsection 12 who is a
10member of the national guard, as defined in chapter 29A,
11may, upon written application to the department, order a
12 special registration plates plate with a national guard
13processed emblem with the emblem designed by the department in
14cooperation with the adjutant general which emblem signifies
15that the applicant is a member of the national guard. The
16application shall be approved by the department in consultation
17with the adjutant general. The special plate fees collected by
18the director under subsection 12, paragraph“a”, from the annual
19validation of letter-number designated national guard plates,
20and subsection 12, paragraph “c”, from the issuance and annual
21validation of personalized national guard plates shall be paid
22monthly to the treasurer of state and deposited in the road
23use tax fund. The treasurer of state shall transfer monthly
24from the statutory allocations fund created under section
25321.145, subsection 2, to the veterans license fee fund created
26in section 35A.11 the amount of the special fees collected
27under subsection 12, paragraph “a”, in the previous month
28for national guard plates. Special A special registration
29plates plate with a national guard processed emblem shall be
30surrendered, as provided in subsection 12, in exchange for
 31a regular registration plates plate upon termination of the
32owner’s membership in the active national guard.
   33b.  Notwithstanding subsection 12, paragraph “a”, an owner
34who is approved for a special registration plates plate under
35this subsection shall be issued one set of special registration
-22-1plates plate with a national guard processed emblem at no
2charge.
   3c.  The surviving spouse of a person who was issued a special
4plates plate under this subsection may continue to use or apply
5for and use the special plates plate subject to registration
6of the special plates plate in the surviving spouse’s name
7and upon payment of the annual five-dollar special plate fee
8and the regular annual registration fee for the vehicle. If
9the surviving spouse remarries, the surviving spouse shall
10return the special plates plate to the department and the
11department shall issue a regular registration plates plate to
12the surviving spouse.
   1317.  Pearl Harbor special plates.
   14a.  An owner referred to in subsection 12 who was at Pearl
15Harbor, Hawaii, as a member of the armed services of the United
16States on December 7, 1941, may, upon written application to
17the department, order a special registration plates plate with
18a Pearl Harbor processed emblem. The emblem shall be designed
19by the department in consultation with service organizations.
20The application is subject to approval by the department. The
21special plate fees collected by the director under subsection
2212, paragraph“a”, from the annual validation of letter-number
23designated Pearl Harbor plates, and subsection 12, paragraph
24“c”, from the issuance and annual validation of personalized
25Pearl Harbor plates shall be paid monthly to the treasurer of
26state and deposited in the road use tax fund. The treasurer
27of state shall transfer monthly from the statutory allocations
28fund created under section 321.145, subsection 2, to the
29veterans license fee fund created in section 35A.11 the amount
30of the special fees collected under subsection 12, paragraph
31“a”, in the previous month for Pearl Harbor plates.
   32b.  Notwithstanding subsection 12, paragraph “a”, an owner
33who is approved for a special registration plates plate under
34this subsection shall be issued one set of special registration
35plates plate with a Pearl Harbor processed emblem at no charge.

   1c.  The surviving spouse of a person who was issued a special
2plates plate under this subsection may continue to use or apply
3for and use the special plates plate subject to registration
4of the special plates plate in the surviving spouse’s name
5and upon payment of the annual five-dollar special plate fee
6and the regular annual registration fee for the vehicle. If
7the surviving spouse remarries, the surviving spouse shall
8return the special plates plate to the department and the
9department shall issue a regular registration plates plate to
10the surviving spouse.
   1118.  Purple heart special plates.
   12a.  An owner referred to in subsection 12 who was awarded a
13purple heart medal by the United States government for wounds
14received in military or naval combat against an armed enemy
15of the United States may, upon written application to the
16department and presentation of satisfactory proof of the award
17of the purple heart medal, order a special registration plates
18
 plate with a purple heart processed emblem. The design of
19the emblem shall include a representation of a purple heart
20medal and ribbon. The application is subject to approval by
21the department in consultation with the adjutant general. The
22special plate fees collected by the director under subsection
2312, paragraph“a”, from the annual validation of letter-number
24designated purple heart plates, and subsection 12, paragraph
25“c”, from the issuance and annual validation of personalized
26purple heart plates shall be paid monthly to the treasurer of
27state and deposited in the road use tax fund. The treasurer
28of state shall transfer monthly from the statutory allocations
29fund created under section 321.145, subsection 2, to the
30veterans license fee fund created in section 35A.11 the amount
31of the special fees collected under subsection 12, paragraph
32“a”, in the previous month for purple heart plates.
   33b.  Notwithstanding subsection 12, paragraph “a”, an owner
34who is approved for a special registration plates plate under
35this subsection shall be issued one set of special registration
-24-1plates plate with a purple heart processed emblem at no charge.
   2c.  The surviving spouse of a person who was issued a special
3plates plate under this subsection may continue to use or apply
4for and use the special plates plate subject to registration
5of the special plates plate in the surviving spouse’s name
6and upon payment of the annual five-dollar special plate fee
7and the regular annual registration fee for the vehicle. If
8the surviving spouse remarries, the surviving spouse shall
9return the special plates plate to the department and the
10department shall issue a regular registration plates plate to
11the surviving spouse.
   1219.  United States armed forces retired special plates.
   13a.  An owner referred to in subsection 12 who is a retired
14member of the United States armed forces may, upon written
15application to the department and upon presentation of
16satisfactory proof of membership, order a special registration
17plates plate with a United States armed forces retired
18processed emblem. The emblem shall be designed by the
19department in consultation with service organizations. The
20application is subject to approval by the department. For
21purposes of this subsection, a person is considered to be
22retired if the person is recognized by the United States armed
23forces as retired from the United States armed forces. The
24special plate fees collected by the director under subsection
2512, paragraph“a”, from the annual validation of letter-number
26designated armed forces retired plates, and subsection 12,
27paragraph “c”, from the issuance and annual validation of
28personalized armed forces retired plates shall be paid monthly
29to the treasurer of state and deposited in the road use tax
30fund. The treasurer of state shall transfer monthly from the
31statutory allocations fund created under section 321.145,
32subsection 2, to the veterans license fee fund created in
33section 35A.11 the amount of the special fees collected under
34subsection 12, paragraph “a”, in the previous month for armed
35forces retired plates.

   1b.  Notwithstanding subsection 12, paragraph “a”, an owner
2who is approved for a special registration plates plate under
3this subsection shall be issued one set of special registration
4plates plate with an armed forces retired processed emblem at
5no charge.
   6c.  The surviving spouse of a person who was issued a special
7plates plate under this subsection may continue to use or apply
8for and use the special plates plate subject to registration
9of the special plates plate in the surviving spouse’s name
10and upon payment of the annual five-dollar special plate fee
11and the regular annual registration fee for the vehicle. If
12the surviving spouse remarries, the surviving spouse shall
13return the special plates plate to the department and the
14department shall issue a regular registration plates plate to
15the surviving spouse.
   1620.  Silver or bronze star plates.
   17a.  An owner referred to in subsection 12 who was awarded a
18silver or a bronze star by the United States government, may,
19upon written application to the department and presentation of
20satisfactory proof of the award of the silver or bronze star,
21order a special registration plates plate with a silver or
22bronze star processed emblem. The emblem shall be designed by
23the department in consultation with the adjutant general. The
24special plate fees collected by the director under subsection
2512, paragraph“a”, from the annual validation of letter-number
26designated silver star and bronze star plates, and subsection
2712, paragraph “c”, from the issuance and annual validation of
28personalized silver star and bronze star plates shall be paid
29monthly to the treasurer of state and deposited in the road use
30tax fund. The treasurer of state shall transfer monthly from
31the statutory allocations fund created under section 321.145,
32subsection 2, to the veterans license fee fund created in
33section 35A.11 the amount of the special fees collected under
34subsection 12, paragraph “a”, in the previous month for silver
35star and bronze star plates.

2who is approved for a special registration plates plate under
3this subsection shall be issued one set of special registration
4plates plate with a silver star or bronze star processed emblem
5at no charge.
   6c.  The surviving spouse of a person who was issued a special
7plates plate under this subsection may continue to use or apply
8for and use the special plates plate subject to registration
9of the special plates plate in the surviving spouse’s name
10and upon payment of the annual five-dollar special plate fee
11and the regular annual registration fee for the vehicle. If
12the surviving spouse remarries, the surviving spouse shall
13return the special plates plate to the department and the
14department shall issue a regular registration plates plate to
15the surviving spouse.
   1620A.  Distinguished service, navy, or air force cross plates.
   17a.  An owner referred to in subsection 12 who was awarded
18a distinguished service cross, a navy cross, or an air force
19cross by the United States government may, upon written
20application to the department and presentation of satisfactory
21proof of the award, order a special registration plates plate
22 with a distinguished service cross, navy cross, or air force
23cross processed emblem. The emblem shall be designed by the
24department in consultation with the adjutant general. The
25special plate fees collected by the director under subsection
2612, paragraph“a”, from the annual validation of letter-number
27designated distinguished service cross, navy cross, and air
28force cross plates, and subsection 12, paragraph “c”, from the
29issuance and annual validation of personalized distinguished
30service cross, navy cross, and air force cross plates shall
31be paid monthly to the treasurer of state and deposited in
32the road use tax fund. The treasurer of state shall transfer
33monthly from the statutory allocations fund created under
34section 321.145, subsection 2, to the veterans license fee
35fund created in section 35A.11 the amount of the special fees
-27-1collected under subsection 12, paragraph “a”, in the previous
2month for distinguished service cross, navy cross, and air
3force cross plates.
   4b.  Notwithstanding subsection 12, paragraph “a”, an owner
5who is approved for a special registration plates plate under
6this subsection shall be issued one set of special registration
7plates plate with a distinguished service cross, navy cross, or
8air force cross processed emblem at no charge.
   9c.  The surviving spouse of a person who was issued a special
10plates plate under this subsection may continue to use or apply
11for and use the special plates plate subject to registration
12of the special plates plate in the surviving spouse’s name
13and upon payment of the annual five-dollar special plate fee
14and the regular annual registration fee for the vehicle. If
15the surviving spouse remarries, the surviving spouse shall
16return the special plates plate to the department and the
17department shall issue a regular registration plates plate to
18the surviving spouse.
   1920B.  Soldier’s, navy and marine corps, or airman’s medal
20plates.
   21a.  An owner referred to in subsection 12 who was awarded
22a soldier’s medal, a navy and marine corps medal, or an
23airman’s medal by the United States government may, upon
24written application to the department and presentation of
25satisfactory proof of the award, order a special registration
26plates plate with a soldier’s medal, navy and marine corps
27medal, or airman’s medal processed emblem. The emblem shall be
28designed by the department in consultation with the adjutant
29general. The special plate fees collected by the director
30under subsection 12, paragraph“a”, from the annual validation
31of letter-number designated soldier’s medal, navy and marine
32corps medal, and airman’s medal plates, and subsection 12,
33paragraph “c”, from the issuance and annual validation of
34personalized soldier’s medal, navy and marine corps medal, and
35airman’s medal plates shall be paid monthly to the treasurer
-28-1of state and deposited in the road use tax fund. The treasurer
2of state shall transfer monthly from the statutory allocations
3fund created under section 321.145, subsection 2, to the
4veterans license fee fund created in section 35A.11 the amount
5of the special fees collected under subsection 12, paragraph
6“a”, in the previous month for soldier’s medal, navy and marine
7corps medal, and airman’s medal plates.
   8b.  Notwithstanding subsection 12, paragraph “a”, an owner
9who is approved for a special registration plates plate under
10this subsection shall be issued one set of special registration
11plates plate with a soldier’s medal, navy and marine corps
12medal, or airman’s medal processed emblem at no charge.
   13c.  The surviving spouse of a person who was issued a special
14plates plate under this subsection may continue to use or apply
15for and use the special plates plate subject to registration
16of the special plates plate in the surviving spouse’s name
17and upon payment of the annual five-dollar special plate fee
18and the regular annual registration fee for the vehicle. If
19the surviving spouse remarries, the surviving spouse shall
20return the special plates plate to the department and the
21department shall issue a regular registration plates plate to
22the surviving spouse.
23   Sec. 29.  Section 321.34, subsection 20C, paragraphs b, c,
24and d, Code 2017, are amended to read as follows:
   25b.  An owner referred to in subsection 12 who was awarded a
26combat infantryman badge, combat action badge, combat action
27ribbon, air force combat action medal, or combat medical badge
28by the United States government may, upon written application
29to the department and presentation of satisfactory proof of
30the award, order a special registration plates plate with a
31combat infantryman badge, combat action badge, combat action
32ribbon, air force combat action medal, or combat medical badge
33processed emblem. The special plate fees collected by the
34director under subsection 12, paragraph“a”, from the annual
35validation of letter-number designated combat infantryman
-29-1badge, combat action badge, combat action ribbon, air force
2combat action medal, and combat medical badge plates, and
3subsection 12, paragraph “c”, from the issuance and annual
4validation of personalized combat infantryman badge, combat
5action badge, combat action ribbon, air force combat action
6medal, and combat medical badge plates shall be paid monthly
7to the treasurer of state and deposited in the road use tax
8fund. The treasurer of state shall transfer monthly from the
9statutory allocations fund created under section 321.145,
10subsection 2, to the veterans license fee fund created in
11section 35A.11 the amount of the special fees collected under
12subsection 12, paragraph “a”, in the previous month for combat
13infantryman badge, combat action badge, combat action ribbon,
14air force combat action medal, and combat medical badge plates.
   15c.  Notwithstanding subsection 12, paragraph “a”, an owner
16who is approved for a special registration plates plate under
17this subsection shall be issued one set of special registration
18plates plate with a combat infantryman badge, combat action
19badge, combat action ribbon, air force combat action medal,
20or combat medical badge distinguishing processed emblem at no
21charge.
   22d.  The surviving spouse of a person who was issued a special
23plates plate under this subsection may continue to use or apply
24for and use the special plates plate subject to registration
25of the special plates plate in the surviving spouse’s name
26and upon payment of the annual five-dollar special plate fee
27and the regular annual registration fee for the vehicle. If
28the surviving spouse remarries, the surviving spouse shall
29return the special plates plate to the department and the
30department shall issue a regular registration plates plate to
31the surviving spouse.
32   Sec. 30.  Section 321.34, subsection 21, paragraphs a and b,
33Code 2017, are amended to read as follows:
   34a.  An owner referred to in subsection 12 may, upon written
35application to the department, order a special registration
-30-1plates plate with an Iowa heritage emblem. The emblem shall
2contain a picture of the American gothic house and the words
3“Iowa Heritage” and shall be designed by the department in
4consultation with the state historical society of Iowa.
   5b.  The special Iowa heritage fee for a letter-number
6designated plates plate is thirty-five dollars. The
7special fee for a personalized Iowa heritage plates plate is
8twenty-five dollars which shall be paid in addition to the
9special fee of thirty-five dollars. The annual special Iowa
10heritage fee is ten dollars for a letter-number designated
11registration plates plate and is fifteen dollars for a
12 personalized registration plates plate which shall be paid in
13addition to the regular annual registration fee.
14   Sec. 31.  Section 321.34, subsections 22, 23, and 24, Code
152017, are amended to read as follows:
   1622.  Education plates.
   17a.  An owner referred to in subsection 12, upon written
18application to the department, may order a special registration
19plates plate with an education emblem. The education emblem
20shall be designed by the department in cooperation with the
21department of education.
   22b.  The special school transportation fee for a letter-number
23designated education plates plate is thirty-five dollars. The
24fee for a personalized education plates plate is twenty-five
25dollars, which shall be paid in addition to the special school
26transportation fee of thirty-five dollars. The annual special
27school transportation fee is ten dollars for a letter-number
28designated registration plates plate and is fifteen dollars for
 29a personalized registration plates plate which shall be paid
30in addition to the regular annual registration fee. The fees
31collected by the director under this subsection shall be paid
32monthly to the treasurer of state and deposited in the road
33use tax fund. The treasurer of state shall transfer monthly
34from the statutory allocations fund created under section
35321.145, subsection 2, to the school budget review committee
-31-1in accordance with section 257.31, subsection 17, the amount
2of the special school transportation fees collected in the
3previous month for the education plates.
   423.  Breast cancer awareness plates.
   5a.  Upon application and payment of the proper fees, the
6director may issue a breast cancer awareness plates plate to an
7owner of a motor vehicle referred to in subsection 12.
   8b.  Breast cancer awareness plates shall contain an image
9of a pink ribbon and shall be designed by the department in
10consultation with the Susan G. Komen foundation.
   11c.  The special fee for a letter-number designated breast
12cancer awareness plates plate is thirty-five dollars. The fee
13for a personalized breast cancer awareness plates plate is
14twenty-five dollars, which shall be paid in addition to the
15special breast cancer awareness fee of thirty-five dollars.
16The fees collected by the director under this subsection shall
17be paid monthly to the treasurer of state and deposited in
18the road use tax fund. The treasurer of state shall transfer
19monthly from the statutory allocations fund created under
20section 321.145, subsection 2, to the Iowa department of public
21health the amount of the special fees collected in the previous
22month for the breast cancer awareness plates and such funds
23are appropriated to the Iowa department of public health. The
24Iowa department of public health shall distribute one hundred
25percent of the funds received monthly in the form of grants to
26support breast cancer screenings for both men and women who
27meet eligibility requirements like those established by the
28Susan G. Komen foundation. In the awarding of grants, the Iowa
29department of public health shall give first consideration
30to affiliates of the Susan G. Komen foundation and similar
31nonprofit organizations providing for breast cancer screenings
32at no cost in Iowa. Notwithstanding section 8.33, moneys
33transferred under this subsection shall not revert to the
34general fund of the state.
   35d.  Upon receipt of the special registration plates plate,
-32-1the applicant shall surrender the current registration plates
2
 plate to the county treasurer. The county treasurer shall
3validate the special registration plates in the same manner
4as regular registration plates are validated under this
5section. The annual special breast cancer awareness fee for
 6a letter-number designated plates plate is ten dollars, which
7shall be paid in addition to the regular annual registration
8fee. The annual special fee for a personalized breast cancer
9awareness plates plate is five dollars, which shall be paid
10in addition to the annual special breast cancer awareness fee
11and the regular annual registration fee. The annual special
12breast cancer awareness fee shall be credited and transferred
13as provided under paragraph “c”.
   1424.  Gold star plates.
   15a.  An owner referred to in subsection 12 who is the
16surviving spouse, parent, child, or sibling of a deceased
17member of the United States armed forces who died while serving
18on active duty during a time of military conflict or who died
19as a result of such service may order a special registration
20plates plate bearing a gold star emblem upon written
21application to the department accompanied by satisfactory
22supporting documentation as determined by the department.
23The gold star emblem shall be designed by the department in
24cooperation with the commission of veterans affairs. The
25special plate fees collected by the director under subsection
2612, paragraph“a”, from the annual validation of letter-number
27designated gold star plates, and subsection 12, paragraph “c”,
28from the issuance and annual validation of personalized gold
29star plates shall be paid monthly to the treasurer of state and
30deposited in the road use tax fund. The treasurer of state
31shall transfer monthly from the statutory allocations fund
32created under section 321.145, subsection 2, to the veterans
33license fee fund created in section 35A.11 the amount of the
34special fees collected under subsection 12, paragraph “a”, in
35the previous month for gold star plates.

   1b.  Notwithstanding subsection 12, paragraph “a”, an owner
2who is approved for a special registration plates plate under
3this subsection shall be issued one set of special registration
4plates plate bearing a gold star emblem at no charge.
5   Sec. 32.  Section 321.34, subsection 25, paragraph b, Code
62017, is amended to read as follows:
   7b.  An owner referred to in subsection 12, upon written
8application to the department, may order a special registration
9plates plate with a civil war sesquicentennial processed
10emblem. The special plate fees collected by the director under
11subsection 12, paragraphs “a” and “c”, from the issuance and
12annual validation of letter-number designated and personalized
13civil war sesquicentennial plates shall be paid monthly to the
14treasurer of state and deposited in the road use tax fund. The
15treasurer of state shall transfer monthly from the statutory
16allocations fund created under section 321.145, subsection 2,
17to the department of cultural affairs the amount of the special
18fees collected under subsection 12, paragraph “a”, in the
19previous month for civil war sesquicentennial plates, and such
20funds are appropriated to the department of cultural affairs to
21be used for the Iowa battle flag project.
22   Sec. 33.  Section 321.34, subsection 26, paragraphs b and c,
23Code 2017, are amended to read as follows:
   24b.  An owner of a motor vehicle referred to in subsection
2512, upon written application to the department, may order
 26a special registration plates plate with a fallen peace
27officers processed emblem. The special fee for a letter-number
28designated fallen peace officers plates plate is thirty-five
29dollars. The fee for a personalized fallen peace officers
30plates plate is twenty-five dollars, which shall be paid
31in addition to the special fallen peace officers fee of
32thirty-five dollars. The fees collected by the director under
33this paragraph shall be paid monthly to the treasurer of state
34and deposited in the road use tax fund. The treasurer of state
35shall transfer monthly from the statutory allocations fund
-34-1created under section 321.145, subsection 2, to the department
2of public safety the amount of the special fees collected
3in the previous month for the fallen peace officers plates
4and such funds are appropriated to the department of public
5safety. The department of public safety shall distribute one
6hundred percent of the funds received monthly in the form of
7grants to nonprofit organizations that provide resources to
8assist in the rebuilding of the lives of surviving families
9and affected coworkers of law enforcement officers killed in
10the line of duty. In the awarding of grants, the department
11of public safety shall give first consideration to concerns of
12police survivors, inc., and similar nonprofit organizations
13providing such resources. Notwithstanding section 8.33, moneys
14transferred under this subsection shall not revert to the
15general fund of the state.
   16c.  Upon receipt of the special registration plates plate,
17the applicant shall surrender the current registration plates
18
 plate to the county treasurer. The county treasurer shall
19validate the special registration plates in the same manner
20as regular registration plates are validated under this
21section. The annual special fallen peace officers fee for a
22 letter-number designated plates plate is ten dollars, which
23shall be paid in addition to the regular annual registration
24fee. The annual special fee for a personalized fallen peace
25officers plates plate is five dollars, which shall be paid
26in addition to the annual special fallen peace officers fee
27and the regular annual registration fee. The annual special
28fallen peace officers fee shall be credited and transferred as
29provided under paragraph “b”.
30   Sec. 34.  Section 321.34, subsection 27, Code 2017, is
31amended to read as follows:
   3227.  United States veteran plates.
   33a.  An owner referred to in subsection 12 who served in
34the armed forces of the United States and was discharged
35under honorable conditions may, upon written application
-35-1to the department and upon presentation of satisfactory
2proof of military service and discharge under honorable
3conditions, order a special registration plates plate bearing a
4distinguishing processed emblem depicting the word “veteran”
5below an image of the American flag. The application is
6subject to approval by the department. The special plate fees
7collected by the director under subsection 12, paragraph “a”,
8from the annual validation of letter-number designated United
9States veteran plates, and subsection 12, paragraph “c”, from
10the issuance and annual validation of personalized United
11States veteran plates, shall be paid monthly to the treasurer
12of state and deposited in the road use tax fund. The treasurer
13of state shall transfer monthly from the statutory allocations
14fund created under section 321.145, subsection 2, to the
15veterans license fee fund created in section 35A.11 the amount
16of the special fees collected under subsection 12, paragraph
17“a”, in the previous month for United States veteran plates.
   18b.  Notwithstanding subsection 12, paragraph “a”, an owner
19who is approved for a special registration plate under this
20subsection shall be issued one set of special registration
21plates plate bearing a distinguishing processed emblem
22depicting the word “veteran” below an image of the American
23flag at no charge.
24   Sec. 35.  Section 321.37, Code 2017, is amended to read as
25follows:
   26321.37  Display of plates registration plate.
   271.  Registration plates The registration plate issued for a
28motor vehicle other than an autocycle, motorcycle, motorized
29bicycle, or
 a truck tractor shall be attached to the rear of
30the
motor vehicle, one in the front and the other in the rear.
31The registration plate issued for an autocycle, motorcycle,
32or other vehicle required to be registered hereunder shall be
33attached to the rear of the vehicle.
The registration plate
34issued for a truck tractor shall be attached to the front of
35the truck tractor. The special plate issued to a dealer shall
-36-1be attached on the rear of the vehicle when operated on the
2highways of this state.
   32.  Registration plates issued for a motor vehicle which
4is model year 1948 or older, and reconstructed or specially
5constructed vehicles built to resemble a model year 1948
6vehicle or older, other than a truck registered for more than
7five tons, autocycle, motorcycle, or truck tractor, may display
8one registration plate on the rear of the vehicle if the other
9registration plate issued to the vehicle is carried in the
10vehicle at all times when the vehicle is operated on a public
11highway.
   123.    2.  It is unlawful for the owner of a vehicle to place
13any frame around or over the registration plate which does not
14permit full view of all numerals and letters printed on the
15registration plate.
16   Sec. 36.  Section 321.41, subsection 3, Code 2017, is amended
17to read as follows:
   183.  A person who has registered a vehicle in a county,
19other than the county designated on the vehicle registration
20plate, may apply to the county treasurer where the vehicle is
21registered for a new registration plates plate upon payment
22of a fee of five dollars and the return of the former county
23registration plates plate.
24   Sec. 37.  Section 321.42, subsection 1, Code 2017, is amended
25to read as follows:
   261.  If a registration card, or plate, or pair of plates
27 is lost or becomes illegible, the owner shall immediately
28apply for replacement. The fee for a replacement registration
29card is three dollars. The fee for a replacement plate or
30pair of plates
other than a replacement of a special plate
31issued pursuant to section 321.60 is five dollars. The
32fee for replacement of a special plate issued pursuant to
33section 321.60 is forty dollars. When the owner has furnished
34information required by the department and paid the proper fee,
35a duplicate, substitute, or new registration card, or plate,
-37-1or pair of plates
may be issued. The county treasurer or the
2department may waive the fee for a replacement plate if the
3plate is lost during a documented accident.
4   Sec. 38.  Section 321.46, subsection 7, Code 2017, is amended
5to read as follows:
   67.  If a motor vehicle is leased and the lessee purchases
7the vehicle upon termination of the lease, the lessor shall,
8upon claim by the lessee with the lessor within six months of
9the purchase, assign the annual registration fee credit and
10registration plates plate for the leased motor vehicle to the
11lessee. Credit shall be applied as provided in subsection 3.
12   Sec. 39.  Section 321.47, subsection 3, Code 2017, is amended
13to read as follows:
   143.  Whenever ownership of a vehicle is transferred under the
15provisions of this section, the registration plates plate shall
16be removed and forwarded to the county treasurer of the county
17where the vehicle is registered or to the department if the
18vehicle is owned by a nonresident. Upon transfer the vehicle
19shall not be operated upon the highways of this state until the
20person entitled to possession of the vehicle applies for and
21obtains registration for the vehicle.
22   Sec. 40.  Section 321.52, subsection 1, Code 2017, is amended
23to read as follows:
   241.  When a vehicle is sold outside the state for purposes
25other than for junk, the owner, dealer, or otherwise, shall
26detach the registration plates plate and registration card and
27shall indicate on the registration card the name and address
28of the foreign purchaser or transferee over the person’s
29signature. Unless the registration plates are plate is
30 legally attached to another vehicle, the owner shall surrender
31the registration plates plate and registration card to the
32county treasurer, who shall cancel the records, destroy the
33registration plates plate, and forward the registration card
34to the department. The department shall make a notation on
35the records of the out-of-state sale and, after a reasonable
-38-1period, may destroy the files for that particular vehicle.
2The department is not authorized to make a refund of annual
3registration fees on a vehicle sold out of state unless it
4receives the registration card completed as provided in this
5section.
6   Sec. 41.  Section 321.52, subsection 3, paragraphs a and b,
7Code 2017, are amended to read as follows:
   8a.  When a vehicle for which a certificate of title is issued
9is junked or dismantled by the owner, the owner shall detach
10the registration plates plate and surrender the plates plate to
11the county treasurer, unless the plates are plate is properly
12assigned to another vehicle. The owner shall also surrender
13the certificate of title to the county treasurer, except when
14the vehicle is disposed of pursuant to subsection 2, paragraph
15“b”.
   16b.  Upon the surrender of the certificate of title and
17application for junking certificate, the county treasurer shall
18issue to the person, without fee, a junking certificate, which
19shall authorize the holder to possess, transport, or transfer
20ownership of the junked vehicle by endorsement of the junking
21certificate. The county treasurer shall hold the surrendered
22certificate of title, registration receipt, application for
23junking certificate, and, if applicable, the registration
24plates plate for a period of fourteen days following the
25issuance of a junking certificate under this subsection.
26   Sec. 42.  Section 321.57, subsection 3, Code 2017, is amended
27to read as follows:
   283.  Also, a transporter may operate or move any vehicle of
29like type upon the highways solely for the purpose of delivery
30upon likewise displaying thereon on the vehicle a like plates
31
 plate issued to the transporter as provided in these sections.
32   Sec. 43.  Section 321.89, subsection 1, paragraph a,
33subparagraph (1), Code 2017, is amended to read as follows:
   34(1)  A vehicle that has been left unattended on public
35property for more than twenty-four hours and lacks a current
-39-1registration plates plate or two or more wheels or other parts
2which renders the vehicle totally inoperable.
3   Sec. 44.  Section 321.96, subsection 1, Code 2017, is amended
4to read as follows:
   51.  A person shall not display or cause or permit to be
6displayed, or have in the person’s possession, a vehicle
7identification number or component part number except as
8provided in this chapter, or a canceled, revoked, altered,
9or fictitious registration number plates plate, registration
10receipt, or certificate of title, as the same are respectively
11provided for in this chapter.
12   Sec. 45.  Section 321.98, subsection 1, paragraph a, Code
132017, is amended to read as follows:
   14a.  A valid registration card and registration plate or
15plates
issued for the vehicle for the current registration
16year are attached to and displayed on the vehicle when and as
17required by this chapter; and
18   Sec. 46.  Section 321.101A, Code 2017, is amended to read as
19follows:
   20321.101A  Revocation of registration by county treasurer.
   21The county treasurer may revoke the registration and
22registration plates plate of a vehicle if the annual
23registration fee or the fee for new registration is paid by
24check, electronic payment, or credit card and the check,
25electronic payment, or credit card is not honored by the
26payer’s financial institution or credit card company, upon
27reasonable notice and demand. The owner of the vehicle or
28person in possession of the registration and registration
29plates plate for the vehicle shall immediately return the
30revoked registration and registration plates plate to the
31appropriate county treasurer’s office.
32   Sec. 47.  Section 321.103, Code 2017, is amended to read as
33follows:
   34321.103  Owner to return evidences of registration and title.
   35Whenever If the department as authorized hereunder under
-40-1this chapter
cancels, suspends, or revokes the registration
2of a vehicle, or certificate of title, or registration
3card, or registration plate or plates, or any nonresident or
4other permit or the registration of any dealer, the owner or
5person in possession of the same shall immediately return the
6evidences of registration, certificate of title, or plates
7
 plate so canceled, suspended, or revoked to the department.
8   Sec. 48.  Section 321.104, subsection 3, Code 2017, is
9amended to read as follows:
   103.  To fail to surrender a certificate of title, registration
11card, or registration plates plate upon cancellation,
12suspension, or revocation of the certificate or registration by
13the department and notice as prescribed in this chapter.
14   Sec. 49.  Section 321.105, subsections 2 and 5, Code 2017,
15are amended to read as follows:
   162.  The annual registration fee shall be paid to the county
17treasurer at the same time the application is made for the
18registration or reregistration of the motor vehicle or trailer.
19An owner may, when applying for registration or reregistration
20of a motor vehicle or trailer, request that the plates plate be
21mailed to the owner’s post office address. The owner’s request
22shall be accompanied by a mailing fee as determined annually by
23the director in consultation with the Iowa county treasurers
24association.
   255.  Seriously disabled veterans who have been provided with
26an automobile or other vehicle by the United States government
27under the provisions of §1901 – 1903, Tit.38 of the United
28States Code,
38 U.S.C. §1901 et seq.(1970) §3901 – 3904, shall
29be exempt from payment of the registration fee fees provided in
30this chapter for that vehicle, and shall be provided, without
31fee, with one set of regular registration plates plate or one
32set of any type of special registration plates plate associated
33with service in the United States armed forces for which the
34disabled veteran qualifies under section 321.34. The disabled
35veteran, to be able to claim the benefit, must be a resident of
-41-1the state of Iowa. In lieu of the set of regular or special
2military registration plates plate available without fee,
3the disabled veteran may obtain a set of nonmilitary special
4registration plates plate or personalized plates plate issued
5under section 321.34 by paying the additional fees associated
6with those plates that plate.
7   Sec. 50.  Section 321.115, subsection 1, paragraph c, Code
82017, is amended to read as follows:
   9c.  The owner of a motor vehicle registered under this
10subsection may display an authentic Iowa registration plate
11or set of
plates from the model year of the motor vehicle,
12furnished by the person and approved by the department, in
13lieu of the current and valid Iowa registration plates plate
14 issued for the vehicle, provided that the current and valid
15Iowa registration plates plate and the registration card issued
16for the vehicle are simultaneously carried within the vehicle
17and are available for inspection to any peace officer upon the
18officer’s request.
19   Sec. 51.  Section 321.115A, subsection 1, Code 2017, is
20amended to read as follows:
   211.  A motor vehicle may be registered as a replica vehicle or
22street rod. The annual registration fee is the fee provided
23for in section 321.109, 321.113, 321.122, or 321.124. The
24owner of a vehicle registered under this section may display
 25a registration plate or set of plates from or representing
26the model year of the motor vehicle or the model year of the
27motor vehicle the registered vehicle is designed to resemble,
28furnished by the person and approved by the department, in
29lieu of the current and valid Iowa registration plates plate
30 issued for the vehicle, provided that the current and valid
31Iowa registration plates plate and the registration card issued
32for the vehicle are simultaneously carried within the vehicle
33and are available for inspection to any peace officer upon the
34officer’s request.
35   Sec. 52.  Section 321.120, subsection 3, Code 2017, is
-42-1amended to read as follows:
   23.  Upon approval of the application and payment of the
3proper fees, the county treasurer shall issue a regular
4registration plates plate for the business-trade truck. The
5department may adopt rules requiring the use of a sticker or
6other means to identify motor vehicles registered under this
7section.
8   Sec. 53.  Section 321.121, subsection 2, Code 2017, is
9amended to read as follows:
   102.  Upon approval of the application and payment of the
11proper fees, the county treasurer shall issue a regular
12registration plates plate for the special truck. The
13department may adopt rules requiring the use of a sticker or
14other means to identify motor vehicles registered under this
15section.
16   Sec. 54.  Section 321.126, subsection 1, paragraphs a, c, d,
17and h, Code 2017, are amended to read as follows:
   18a.  If the vehicle is destroyed by fire or accident, or
19junked and its identity as a vehicle entirely eliminated, the
20owner in whose name the vehicle was registered at the time of
21destruction or dismantling shall return the plates registration
22plate
to the department and within thirty days thereafter make
23a statement of such destruction or dismantling and make claim
24for refund. With reference to the destruction or dismantling
25of a vehicle, no refund shall be allowed unless a junking
26certificate has been issued, as provided in section 321.52.
   27c.  If the vehicle is placed in storage by the owner upon
28the owner’s entry into the military service of the United
29States, the owner shall return the plates registration plate
30 to the county treasurer or the department and make a statement
31regarding the storage and military service and make claim for
32refund. Whenever the owner of a vehicle so placed in storage
33desires to again register the vehicle, the county treasurer or
34department shall compute and collect the fees for registration
35for the registration year commencing in the month the vehicle
-43-1is removed from storage.
   2d.  If the vehicle is registered by the county treasurer
3during the current registration year and the owner or lessee
4registers the vehicle for apportioned registration under
5chapter 326, the owner of the registered vehicle shall
6surrender the registration plates plate to the county treasurer
7and may file a claim for refund. In lieu of a refund, a credit
8for the annual registration fees paid to the county treasurer
9may be applied by the department to the owner or lessee’s
10apportioned registration fees upon the surrender of the county
11plates plate and registration.
   12h.  If the owner of the vehicle moves out of state, the
13owner may make a claim for a refund by returning the Iowa
14registration plates plate, along with evidence of the vehicle’s
15registration in another jurisdiction, to the county treasurer
16of the county in which the vehicle was registered within
17six months of the out-of-state registration. For purposes
18of section 321.127, the unexpired months remaining in the
19registration year shall be calculated on the basis of the
20effective date of the out-of-state registration. However, for
21the purpose of timely issuance of the refund, the claim for a
22refund under this paragraph is considered to be filed on the
23date the registration documents are received by the county
24treasurer.
25   Sec. 55.  Section 321.134, subsection 1, Code 2017, is
26amended to read as follows:
   271.  On the first day of the second month following the
28beginning of each registration year a penalty of five percent
29of the annual registration fee shall be added to the annual
30registration fees not paid by that date and an additional
31penalty of five percent shall be added the first day of each
32succeeding month, until the fee is paid. A penalty shall
33not be less than five dollars. If the owner of a vehicle
34surrenders the registration plates plate for a vehicle prior to
35the plates plate becoming delinquent, to the county treasurer
-44-1of the county where the vehicle is registered, or to the
2department if the vehicle is registered under chapter 326,
3the owner may register the vehicle any time thereafter upon
4payment of the annual registration fee for the registration
5year without penalty. To avoid a penalty or an additional
6penalty in the case of a delinquent registration through a
7county treasurer, if the last calendar day of a month falls
8on Saturday, Sunday, or a holiday, the payment deadline is
9extended to include the first business day of the following
10month. For payments made through a county treasurer’s
11authorized internet site only, if the last day of the month
12falls on a Saturday, Sunday, or a holiday, the electronic
13payment must be initiated by midnight on the first business
14day of the next month. All other electronic payments must be
15initiated by midnight on the last day of the month preceding
16the delinquent date.
17   Sec. 56.  Section 321.166, subsection 1, paragraph b, Code
182017, is amended to read as follows:
   19b.  Trailers A trailer with an empty weights weight of two
20thousand pounds or less may, upon request, be licensed with a
21 regular-sized license plates plate.
22   Sec. 57.  Section 321.166, subsections 2, 6, 8, and 10, Code
232017, are amended to read as follows:
   242.  Every registration plate or pair of plates shall
25display a registration plate number which shall consist
26of alphabetical or numerical characters or a combination
27thereof of characters and the name of this state, which may be
28abbreviated. Every registration plate issued by the county
29treasurer shall display the name of the county, including any
30plate issued pursuant to section 321.34, except Pearl Harbor
31and purple heart registration plates issued prior to January 1,
321997; registration plates issued pursuant to section 321.34,
33subsection 13, paragraph “d”; and collegiate, fire fighter, and
34medal of honor registration plates. Special truck registration
35plates shall display the word “special”. The department may
-45-1adopt rules to implement this subsection.
   26.  Registration plates A registration plate issued to a
3disabled veteran under the provisions of section 321.105 shall
4display the alphabetical characters “DV” which shall precede
5the registration plate number. The plates plate may also
6display a persons with disabilities parking sticker if issued
7to the disabled veteran by the department under section 321L.2.
   88.  The owner of a trailer with an empty weight of two
9thousand pounds or less shall receive a registration plates
10
 plate for the trailer smaller than plates a plate regularly
11issued for automobiles a motor vehicle pursuant to rules
12adopted by the department in accordance with this section
13unless the owner requests a regular-sized plates plate.
   1410.  If the department reissues a new registration plate
15design for a special registration plate under section 321.34,
16all persons who have purchased or obtained the special
17registration plates plate shall not be required to pay the
18issuance fee.
19   Sec. 58.  Section 321.385A, subsection 1, paragraph b, Code
202017, is amended to read as follows:
   21b.  A citation issued for failure to have rear lamps as
22required under section 321.387 or a rear registration plate
23light as required under section 321.388 shall first provide for
24a seventy-two hour period within which the person charged with
25the violation shall replace or repair the lamps or light.
26   Sec. 59.  Section 321.385A, subsection 2, Code 2017, is
27amended to read as follows:
   282.  If the person complies with the directive to replace or
29repair the headlamp, rear lamps, or rear registration plate
30light within the allotted time period, the citation shall be
31expunged. If the person fails to comply within the allotted
32time period, the citation shall be processed in the same manner
33as other citations.
34   Sec. 60.  Section 321.388, Code 2017, is amended to read as
35follows:
-46-   1321.388  Illuminating plates.
   2Either the rear lamp or a separate lamp shall be so
3constructed and placed as to illuminate with a white light the
4rear registration plate attached to the rear of the vehicle and
5render it clearly legible from a distance of fifty feet to the
6rear. When the rear registration plate is illuminated by an
7electric lamp other than the required rear lamp, the two lamps
8shall be turned on or off only by the same control switch at
9all times when headlamps are lighted. This section does not
10apply to commercial vehicles engaged exclusively in intrastate
11commerce that are dump trucks or that are used exclusively for
12the movement of construction materials and equipment to and
13from construction projects.
14   Sec. 61.  Section 321J.4B, subsection 5, paragraph f,
15subparagraph (1), Code 2017, is amended to read as follows:
   16(1)  If the vehicle subject to the court order is not in
17the custody of a law enforcement agency, the person or agency
18designated in the order as the person or agency responsible for
19executing the order shall, upon receipt of the order, promptly
20locate the vehicle specified in the order, seize the motor
21vehicle and the license plates registration plate, and send or
22deliver the vehicle’s license plates registration plate to the
23department.
24   Sec. 62.  Section 321J.4B, subsection 7, Code 2017, is
25amended to read as follows:
   267.  a.  Upon receipt of a notice of conviction of the
27defendant for a violation of subsection 2, the impounding
28authority shall seize the motor vehicle’s license plates
29
 registration plate and registration, and shall send or deliver
30them to the department.
   31b.  The department shall destroy license plates a
32registration plate
received under this section and shall not
33authorize the release of the vehicle or the issuance of a new
34license plates registration plate for the vehicle until the
35period of impoundment or immobilization has expired, and the
-47-1fee and costs assessed under subsection 10 have been paid. The
2fee for issuance of a new license plates registration plate and
3certificates certificate of registration shall be the same as
4for the replacement of a lost, mutilated, or destroyed license
5plates
 registration plate and certificates certificate of
6registration.
7   Sec. 63.  Section 321L.2, subsection 1, paragraph a,
8subparagraphs (1) and (2), Code 2017, are amended to read as
9follows:
   10(1)  Persons with disabilities registration plates. An
11applicant may order a persons with disabilities registration
12plates plate pursuant to section 321.34. An applicant may
13order a persons with disabilities registration plate for a
14trailer used to transport a wheelchair pursuant to section
15321.34 in addition to a persons with disabilities registration
16plates plate ordered by the applicant for a motor vehicle used
17to tow such a trailer pursuant to section 321.34.
   18(2)  Persons with disabilities parking sticker. An
19applicant who owns a motor vehicle for which the applicant has
20been issued a registration plates plate under section 321.34
21or a registration plates plate as a seriously disabled veteran
22under section 321.105 may apply to the department for a persons
23with disabilities parking sticker to be affixed to the plates
24
 plate. The persons with disabilities parking stickers shall
25bear the international symbol of accessibility.
26   Sec. 64.  Section 321L.2, subsection 5, Code 2017, is amended
27to read as follows:
   285.  A seriously disabled veteran who has been provided with
29an automobile or other vehicle by the United States government
30under the provisions of 38 U.S.C. §1901 et seq.(1970) §3901 –
313904
is not required to apply for a persons with disabilities
32parking permit under this section unless the veteran has been
33issued a special registration plates plate or personalized
34plates plate for the vehicle. The regular registration plates
35
 plate issued for the disabled veteran’s vehicle without fee
-48-1pursuant to section 321.105 entitle entitles the disabled
2veteran to all of the rights and privileges associated with
3persons with disabilities parking permits under this chapter.
4   Sec. 65.  Section 321L.2A, subsection 1, paragraph e, Code
52017, is amended to read as follows:
   6e.  The person carries in the motor vehicle a copy
7of the statement from a physician, physician assistant,
8advanced registered nurse practitioner, or chiropractor
9which accompanied the person’s application for a persons with
10disabilities registration plates plate under section 321.34 or
11other persons with disabilities parking permit under section
12321L.2 and which indicates the person is permanently unable to
13walk. The person shall show the copy of the statement to any
14peace officer upon request.
15   Sec. 66.  Section 326.3, subsection 3, paragraph b, Code
162017, is amended to read as follows:
   17b.  A recreational vehicle, a vehicle displaying a restricted
18plates plate, a bus used in the transportation of chartered
19parties, or a government-owned vehicle is not an apportionable
20vehicle; except that a truck or truck tractor, or the power
21unit in a combination of vehicles having a gross vehicle weight
22of twenty-six thousand pounds or less, or a bus used in the
23transportation of chartered parties may be registered under the
24plan at the option of the registrant.
25   Sec. 67.  Section 326.12, unnumbered paragraph 1, Code 2017,
26is amended to read as follows:
   27Registrants who delete commercial vehicles displaying an
28 Iowa base plates plate from the fleet after the commencement of
29the registration year shall be allowed to transfer registration
30credit to a replacement vehicle in accordance with this
31section. Iowa shall allow credit for non-Iowa based deleted
32vehicles only if the jurisdiction designated by the registrant
33as the base jurisdiction of the deleted vehicle permits
34transfer of registration credit to the replacement vehicle.
35Allowance of credit for deleted vehicles shall be subject to

2   Sec. 68.  Section 721.8, Code 2017, is amended to read as
3follows:
   4721.8  Labeling publicly owned motor vehicles.
   5All publicly owned motor vehicles shall bear at least
6two labels in a conspicuous place, one on each side of the
7vehicle. This label shall be designed to cover not less than
8one square foot of surface. This section does not apply to
9a motor vehicle which is specifically assigned by the head
10of the department or office owning or controlling it, to
11enforcement of police regulations or to motor vehicles issued
 12an ordinary registration plates plate pursuant to section
13321.19, subsection 1.
14   Sec. 69.  CODE EDITOR DIRECTIVE.  The Code editor may make
15any change the Code editor deems necessary to any Code section
16that refers, in any context, to a set of, a pair of, or two
17motor vehicle registration plates rather than one registration
18plate, when there appears to be no doubt as to the proper
19method of making the correction.
20   Sec. 70.  TRANSITION PROVISIONS.  The transition from the
21use of registration plates on both the front and rear of
22certain motor vehicles to the use of such plates on only the
23front or rear of certain motor vehicles, as directed by this
24Act, shall be accomplished in stages. A person applying for
25a new or replacement registration plate on or after July 1,
262017, shall receive only one registration plate. Otherwise,
27the transition shall not be accomplished until a new series of
28registration plates is issued to replace a current series. The
29department of transportation shall adopt rules to implement the
30transition.
31EXPLANATION
32The inclusion of this explanation does not constitute agreement with
33the explanation’s substance by the members of the general assembly.
   34DIVISION I — TINTED WINDSHIELDS AND WINDOWS. Under
35current law, a person is prohibited from operating a motor
-50-1vehicle equipped with a front windshield, a side window, or a
2sidewing which is excessively dark or reflective so that it
3is difficult for a person outside the vehicle to see into the
4vehicle through the windshield, window, or sidewing. This bill
5eliminates that provision.
   6DIVISION II — ISSUANCE AND DISPLAY OF ONE REGISTRATION
7PLATE. Under current law, two registration plates are issued
8for a motor vehicle other than an autocycle, motorcycle,
9motorized bicycle, or truck tractor, and are required to be
10attached to the front and rear of the vehicle.
   11The bill provides that only one registration plate shall
12be issued for a motor vehicle. The registration plate shall
13be attached to the rear of the motor vehicle, except that the
14registration plate for a truck tractor shall be attached to the
15front of the truck tractor, in accord with current law.
   16The bill also makes corresponding Code language changes,
17makes some Code language changes to enhance readability,
18updates certain references to the United States Code, directs
19the Code editor to make changes to language referring to two
20registration plates rather than one, and provides for the
21transition from the use of two registration plates to the use
22of one registration plate.
