4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 29C.20B, subsection 2, Code 2017, is
2amended to read as follows:
   32.  The department of human services shall administer
4disaster case management grants. The department of human
5services, in conjunction with the department of homeland
6security and emergency management, shall establish a disaster
7case management program and adopt rules pursuant to chapter 17A
8necessary to administer the program. The executive council
9shall use grant moneys to reimburse the department of human
10services for actual expenses associated with the administration
11of the grants. Under the program, the department of human
12services shall coordinate case management services locally
13through one or more contracted entities. The department of
14human services shall implement an ongoing contract with a
15provider of a statewide program with local offices throughout
16the state
 local recovery organization to serve as the
17local administrative entity for the grant program to allow
18implementation of the program with minimal delay if grants are
19awarded pursuant to section 29C.20A following a governor’s
20proclamation of a state of disaster emergency or a declaration
21of a major disaster by the president of the United States. If
22there is no local recovery organization, the department shall
23implement an ongoing contract with a provider of a statewide
24program with local offices throughout the state.

26The inclusion of this explanation does not constitute agreement with

   28This bill relates to department of human services (DHS)
29contracts for the local administration of the disaster case
30management grant fund and program. Current law provides that
31DHS shall implement an ongoing contract with a provider of a
32statewide program with local offices throughout the state to
33serve as the local administrative entity for the disaster case
34management grant fund and program. The bill provides that
35such contract shall be with a local recovery organization. If

2statewide program.
